Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. (20) It is necessary to specify the categories of payment service providers which may legitimately provide payment services throughout the Union, namely, credit institutions which take deposits from users that can be used to fund payment transactions and which should continue to be subject to the prudential requirements under Directive 2013/36/EC of the European Parliament and of the Council[27], electronic money institutions which issue electronic money that can be used to fund payment transactions and which should continue to be subject to the prudential requirements under Directive 2009/110/EC, payment institutions and post office giro institutions which are so entitled under national law.

Under the heading " need for clarification" the following concerns remain to be addressed: The need to add the words " live voice" to the definition of deceptive telemarketing so as to provide clarity; the need to address inconsistencies between section 206 of the Criminal Code and the proposed telemarketing provisions of Bill C-20, particularly section 52.1(3)(b) which may impose certain obligations on people or groups conducting legitimate lottery contests by means of telemarketing and, more important, create offences for those legitimate charitable organizations failing to comply with statutory requirements; and the need to address inconsistencies between Bill C-20, which converts some criminal matters to civil reviewable ones, and other laws which do not permit the decriminalization of false or misleading representations.

As regards tolerances in respect of quality, each package or, in the case of bulk loading, each lot may contain not more than 20 % by number of fruit which do not satisfy the requirements for the class but which have only the following defects: (a) up to 20 %: - one or more slight healed-over cuts, the maximum length of which must not exceed 20 % of the diameter indicated in the scale of sizes, and the surface area of which must not exceed 5 % of the total surface area of the fruit.
