– Mr President, I totally agree with our colleague, Mr Caspary, that we should postpone not only the final vote on the resolution but also the vote on his report – the assent report – because it was very clear in yesterday’s debate that the Council in particular was not prepared to give the European Parliament sufficient opportunity and the possibility to really monitor the situation in Turkmenistan and have an impact on the situation there on the basis of such an agreement. Since we did not get sufficient guarantees, we also support Mr Caspary’s proposal to postpone these votes.

Caspary, je pense que nous devrions reporter non seulement le vote final sur la résolution mais aussi le vote sur son rapport, à savoir le rapport d’avis conforme. En effet, le débat d’hier a clairement démontré que le Conseil n’était pas prêt à donner au Parlement l’opportunité et la possibilité suffisantes de mener un suivi réel de la situation au Turkménistan et d’avoir un impact sur la situation actuelle en nous basant sur un tel accord. Étant donné que nous ne disposons pas de garanties suffisantes, nous soutenons la proposition de M. Caspary de reporter ces votes.

I and my British Conservative colleagues are broadly supportive of the TENs projects but have abstained on the final vote because of our concerns that the increased amounts being suggested are excessive and would breach Member States' financial contributions of 1% GNI.
