(4) Alors que le règlement du Conseil (CE) n° 2007/2004 du 26 octobre 2004 portant création d'une Agence européenne pour la gestion de la coopération opérationnelle aux frontières extérieures des États membres de l'Union européenne[39] (dénommée ci-après «l'Agence») constitue une étape importante vers le développement progressif de la dimension opérationnelle du système commun intégré de gestion des frontières, la mise en place de normes communes efficaces en matière de contrôle et de surveillance des frontières extérieures appelle un mécanisme communautaire de solidarité financière visant à soutenir les États membres qui supportent, au profit de la Communauté, une charge financière lourde et durable.

The most relevant policy option is the establishment of a financial solidarity mechanism at Community level to support Member States who bear a lasting and heavy financial burden by being responsible for controlling external borders for the benefit of the Union as a whole.
