In France the new constitutional law on decentralisation will lead to close partnership between the State, local authorities, experts in the field and citizens concerned in developing new ways of implementing and assessing policies to fight financial insecurity and social exclusion and in future the department will in future have full responsibility for the minimum income integration programme and mobilising all the actors involved.
En France, la nouvelle loi constitutionnelle sur la décentralisation conduira à un partenariat étroit entre l'État, les autorités locales, les spécialistes du secteur et les citoyens concernés afin d'inventer de nouveaux moyens de mettre en oeuvre et d'évaluer les politiques de lutte contre la précarité financière et l'exclusion sociale. À l'avenir, le ministère sera entièrement responsable du programme d'intégration pour le revenu minimum et devra mobiliser tous les acteurs concernés.

9. Calls on the Egyptian authorities to revoke the Protest Law of November 2013 and to engage in a genuine dialogue with civil society organisations and legal experts in order to enact legislation on associations and assembly in line with international standards, and to safeguard the right to form an association enshrined in Article 75 of the Egyptian Constitution, including the right to receive and impart funding; calls on the competent authorities to review the new draft law for non-governmental organisations presented by the Ministry of Social Solidarity; urges that the proposed new law should be in line with the Egyptian Constitution and with all international treaties to which Egypt is a signatory;

There is a newly appointed independent network of experts on fundamental rights commissioned by DG-Justice and Home Affairs "to assess how each of the rights listed in the CFREU is applied at both national and Community levels.[taking] account of developments in national legislation, the case law of constitutional courts [...] as well as the case law of the Court of Justice of the European Communities and the European Court of Human Rights".

Only on that basis should a Convention be convened, with the participation of constitutional experts, experts in European law, representatives of the national parliaments, of the European Parliament, of the national governments, but also of the governments of the candidate states and, of course, of the Court of Justice and of civil society.

[13] The summary report on the application of the former article 209a of the EC Treaty, the annual reports and the work undertaken by the Commission in the field of criminal-law protection of financial interests, the conclusions of the Committee of Independent Experts, the Dehaene, von Weiszäcker and Simon report on the institutional implications of enlargement and the work of the institutions, in particular Parliament, the Council and the Court of Auditors, constitute the bases for the reflections undertaken to define this new approach.
