The fact that the obligation to reimburse cross-border healthcare under this Directive is limited to such healthcare that is among the benefits to which the patient is entitled within its Member State of affiliation does not preclude Member States from reimbursing the cost of cross-border healthcare beyond those limits.

3. In order to enable patients to make use of their rights in relation to cross-border healthcare, national contact points in the Member State of treatment shall provide them with information concerning healthcare providers, including, on request, information on a specific provider’s right to provide services or any restrictions on its practice, information referred to in Article 4(2)(a), as well as information on patients’ rights, complaints procedures and mechanisms for seeking remedies, according to the legislation of that Member State, as well as the legal and administrative options available to settle disputes, including in the event of harm arising from cross-border healthcare.
3. La présente directive a pour but d’établir des règles visant à faciliter l’accès à des soins de santé transfrontaliers sûrs et de qualité élevée dans l’Union, et à garantir la mobilité des patients conformément aux principes établis par la Cour de justice et à promouvoir la coopération en matière de soins de santé entre les États membres, dans le plein respect des responsabilités des États membres en matière de définition des prestations de sécurité sociale liées à la santé et en matière d’organisation et de prestation de soins de santé, de soins médicaux et de prestations de sécurité sociale, en particulier pour la maladie.
