Deplores the rejection of Kosovo’s application for UNESCO membership, due also to active obstruction by Serbia – contradicting its commitment to developing good‑neighbourly relations – but also due to a lack of unanimity among member states; welcomes the adoption of the law protecting the historical heritage of Prizren and calls for its full implementation, but points out, nonetheless, the threats posed to the city’s heritage by widespread illegal building; welcomes the fact that several Serb religious and cultural heritage sites regrettably destroyed in 2004 have been renovated, such as the Orthodox cathedral, and calls for continuing renovation of Serbian religious and cultural heritage; calls, in this connection, on the interested parties, including the Kosovo authorities, the Serbian Government, the Serbian community in Kosovo and the Serbian Orthodox Church, to find a system for the promotion, protection and conservation of Kosovo’s cultural and religious heritage, which should be treated as common European heritage; welcomes the fact that the Kosovo constitution enshrines Kosovo’s commitment to the preservation and protection of its cultural and religious heritage, and calls for further efforts to protect the rights of all religious minorities; underlines the fact that joining international and regional organisations and mechanisms should be a priority for Kosovo; recalls, in this context, the importance of complying with the agreement reached on regional cooperation; believes that the establishment of the Regional Youth Cooperation Office of the Western Balkans (in the framework of the Berlin Process), which is being actively promoted by many, will bring positive results, in particular as regards relations between the young people of Serbia and Kosovo;

Recalls that the EU has ratified the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions and calls on the Member States who have not already done so to ratify the 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, and the 1950 UNIDROIT Convention on Stolen and Illegally Exported Cultural Objects, which represent important tools for strengthening the protection of global cultural heritage and cultural diversity, as well as the 1954 Convention for the Protection of Cultural Property in the Event of Armed Conflict and its two protocols, the 2001 UNESCO Convention on the Protection of the Underwater Cultural Heritage and the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage; calls for the harmonisation of legislation and an international agreement on cultural heritage and illicit trafficking;
30. rappelle que l'Union a ratifié la convention de l'Unesco de 2005 sur la protection et la promotion de la diversité des expressions culturelles et demande aux États membres qui ne l'ont pas encore fait de ratifier la convention de l'Unesco de 1970 concernant les mesures à prendre pour interdire et empêcher l'importation, l'exportation et le transfert de propriété illicites de biens culturels, la convention de 1995 d'Unidroit sur les biens culturels volés ou illicitement exportés, qui constituent des instruments essentiels pour le renforcement de la protection du patrimoine culturel mondial et de la diversité culturelle, ainsi que la convention pour la protection des biens culturels en cas de conflit armé, signée en 1954, et ses deux protocoles, à savoir la convention de l'Unesco sur la protection du patrimoine culturel subaquatique, signée en 2001 ainsi que la convention de l'Unesco pour la sauvegarde du patrimoine culturel immatériel, signée en 2003; demande l'harmonisation de la législation et un accord international sur le patrimoine culturel et sur le trafic illicite;

32. Considers that the economic crisis has deprived of funding one of the sectors that has been hardest hit by the cuts, resulting in the abandonment and neglect of many valuable cultural sites that have fallen into oblivion, to the detriment of society and the tourism sector; calls on the Commission to ensure that information about EU funds for the preservation and promotion of cultural tourism is easily accessible for all relevant stakeholders, such as SMEs and civil society organisations at national, regional and local level, and made available in the EU’s official languages, and to ensure that administrative procedures for direct access to those funds are further facilitated, in particular for SMEs, which account for a major share of the tourism sector; calls on the Commission to ensure greater transparency in the use of funds; calls for a more open approach by the Commission regarding the approval of operational integrated funding programmes to promote the cultural heritage; calls on the Commission to take measures to reduce the administrative burden through an adequate regulatory environment so as to boost the number of businesses – especially SMEs and start-ups – in the tourism sector;

5. Calls on the Commission to evaluate the possibility of promoting within the EFSI a thematic investment platform to attract public and private resources in areas of applied research to the preservation and enhancement of the cultural heritage; notes, furthermore, that an integrated approach to the cultural heritage in the ESIF is still to be further enhanced; stresses, therefore, the importance of developing synergies between the EU’s structural funds, framework programmes and other resources available to the cultural sector; calls on the Commission to monitor and guide Member States on integrating the cultural heritage into local and regional economic development, in order to achieve maximum effectiveness and efficiency and to report to Parliament on investments in the cultural heritage and the results achieved;
5. demande à la Commission d'évaluer s'il convient d'encourager, dans le cadre de l'EFSI, la mise en place d'une plateforme thématique d'investissement qui attire les ressources publiques et privées dans les secteurs de la recherche appliquée à la sauvegarde et à la valorisation du patrimoine culturel; observe en outre qu'il convient de renforcer encore l'approche intégrée du patrimoine culturel dans le cadre des Fonds structurels et d'investissement européens; souligne ainsi l'importance de développer des synergies entre les Fonds structurels, les programmes-cadres et les autres ressources disponibles de l'Union en faveur du secteur culturel; demande à la Commission de suivre et de guider les États membres en ce qui concerne l'intégration du patrimoine culturel au développement économique local et régional, afin de parvenir à une efficacité maximale, et de faire rapport au Parlement européen sur les investissements réalisés en faveur du patrimoine culturel et les résultats obtenus;

RECALLING that Article 167(3) and (4) of the Treaty on the Functioning of the European Union (TFEU) calls on the Union and its Member States to foster cooperation with third countries and the competent international organisations in the sphere of culture, and invites the Union to take cultural aspects into account in its action under other provisions of the Treaties, in particular in order to respect and to promote the diversity of its cultures.

The Commission is responding to multiple calls for action, such as a European Parliament Resolution on the destruction of cultural sites perpetrated by ISIS/Da'esh. This Resolution called for measures to disrupt the illegal trade of cultural goods and the development of European training programmes for customs and law enforcement officials.
La Commission réagit ainsi à plusieurs appels qui lui ont été adressés, parmi lesquels une résolution du Parlement européen sur la destruction de sites culturels par le groupe État islamique, qui appelait à prendre des mesures pour mettre fin au commerce illégal de biens culturels et à mettre en place des programmes européens de formation à l'intention des agents des douanes et des services répressifs.

Calls for the setting-up of an informal coordination body which would include the Director-General of the Commission’s DG for Education and Culture (DG EAC), the Directors responsible for education in other DGs, representatives of civil society, of social partners and of Parliament’s Committee on Culture and Education, and would hold high-level meetings to ensure closer coordination of work, policy coherence and the follow-up of recommendations issued by formal and informal ET 2020 bodies; believes that such coordination is necessary owing to concerns about lack of genuine dialogue between the Commission and civil society organisations and division of ET 2020-related competences between several Commission DGs and Commissioners; calls for the conclusions of this work to be properly communicated, at both European and national level.

Calls for greater efforts to protect Kosovo's cultural and religious heritage, in particular its Serbian Orthodox churches and monasteries, as well as any other monuments representing universal and European cultural heritage; calls, to this end, for effective implementation of Special Protective Zones, i.a. by means of halting illegal constructions around and within the perimeters of such sites and by ensuring that they are integrated in a sustainable way in the local communities; draws attention to the need to adopt the laws on the protection of medieval Serbian Orthodox Church monasteries, designated by Unesco as world cultural heritage, and of the historic centres of Prizren and Velika Hoča/Hoça e Madhe; calls for the adoption of the comprehensive list of cultural heritage sites qualifying for protection, in order to achieve legal clarity and avoid ambiguities;
49. invite à prodiguer les efforts visant à protéger le patrimoine culturel et religieux du Kosovo, notamment les églises et monastères orthodoxes serbes, ainsi que tous les autres monuments faisant partie du patrimoine culturel européen et universel; plaide à cette fin pour l'instauration effective de zones spéciales de protection, notamment destinées à mettre un terme aux constructions illégales dans le périmètre de ces zones et aux alentours et s'intégrant durablement dans les communautés locales; attire l'attention sur la nécessité d'adopter les lois sur la protection des églises et monastères orthodoxes serbes d'époque médiévale, inscrits au patrimoine culturel de l'humanité par l'Unesco, ainsi que des centres historiques de Prizren et du village de Velika Hoča / Hoça e Madhe; plaide pour l'adoption d'une liste complète des sites du patrimoine culturel méritant une protection afin d'assurer la sécurité juridique et d'éviter les ambiguïtés;

RECALLING that the Council Resolution of 21 January 2002 on culture and the knowledge society(3) called on the Commission and the Member States to, inter alia "to assist in the digitisation of cultural content and in the interoperability of the related systems with a view to preserving, protecting and raising awareness of the European cultural heritage and European cultural diversity",
RAPPELANT que la résolution du Conseil du 21 janvier 2002 sur la culture et la société de la connaissance(3) a notamment invité la Commission et les États membres à "aider à la numérisation des contenus culturels et à l'interopérabilité des systèmes y afférents, afin de préserver, de protéger et de faire connaître le patrimoine européen et la diversité culturelle européenne".

(4) In view of the growing importance of culture for European society and the challenges facing the Community at the dawn of the 21st century, it is important to increase the effectiveness and consistency of Community measures in the cultural field by proposing a single guidance and programming framework for the period 2000 to 2004, bearing in mind the need for the Community policies concerned to take greater account of culture; in this respect, the Council Decision of 22 September 1997 regarding the future of European cultural action(5) calls on the Commission to make proposals with a view to establishing a single instrument for programming and financing aimed at the implementation of Article 151 of the Treaty.
(4) Eu égard à l'importance croissante de la culture pour la société européenne et aux enjeux auxquels la Communauté est confrontée à l'aube du XXIe siècle, il importe d'accroître l'efficacité et la cohérence des mesures communautaires dans le domaine culturel en proposant un cadre unique d'orientation et de programmation pour la période 2000-2004, compte tenu de la nécessité de prendre davantage en considération la culture dans les politiques communautaires concernées. À cet égard le Conseil a, par sa décision du 22 septembre 1997 concernant l'avenir de l'action culturelle en Europe(5), demandé à la Commission de faire des propositions en vue de l'établissement d'un instrument unique de programmation et de financement visant à la mise en oeuvre de l'article 151 du traité.
