22. se félicite du concept des communautés de la connaissance et de l'innovation (CCI), qui, avec son accent sur l'entrepreneuriat grâce à l'intégration des éléments du triangle de la connaissance, à savoir la recherche, l'enseignement supérieur et l'innovation, est un moteur important d'innovation pour relever les grands défis de société et ainsi un instrument important de création de croissance et d'emplois en Europe; souligne dès lors que toutes les CCI devraient avoir l'entrepreneuriat intégré dans leur structure et dans leur approche de la recherche, de l'innovation et de la formation; ajoute qu'elles devraient intégrer et partager les bonnes pratiques quant à l'utilisation de technologies et de concepts novateurs en matière de formation; recommande en outre que soit réalisée une évaluation à plus long terme en vue de créer des CCI qui se consacrent à l'approfondissement de ces concepts novateurs qui mettent en particulier en avant la formation à l'entrepreneuriat;

14. Stresses the need to adopt without delay a Law on Foundations that addresses the current legal uncertainty regarding the status of religious minorities and sets a clear legal framework enabling them to exercise their religion freely by allowing them, inter alia , to own property and train clergy; shares the concern expressed by the Council on 24 July 2007 over the recent ruling of the Turkish Court of Cassation with regard to the Ecumenical Patriarchate; urges the new Turkish Government to bring its approach towards religious minorities into line with principles of freedom of religion as defined by the European Convention for the Protection of Human Rights and Fundamental Freedoms and the case-law of the European Court of Human Rights; calls on the Commission to raise these issues with the new government; also invites the Commission to indicate how the Pre-Accession Instrument established by Council Regulation (EC) No 1085/2006 can be used for the protection of the Christian heritage;
14. insiste sur la nécessité d'adopter sans tarder une loi sur les fondations pour répondre à l'insécurité juridique actuelle concernant le statut des minorités religieuses et pour fixer clairement un cadre juridique qui les habilite à exercer librement leur foi en les autorisant, entre autres, à détenir un bien immobilier et à former leur clergé; partage l'inquiétude qu'a inspiré au Conseil, le 24 juillet 2007, le récent arrêt rendu par la Cour de cassation de Turquie sur le Patriarcat œcuménique; invite instamment le nouveau gouvernement turc à mettre son approche des minorités religieuses en adéquation avec les principes de la liberté religieuse tels que définis par la Convention européenne de sauvegarde des droits de l'homme et des libertés fondamentales et la jurisprudence de la Cour européenne des droits de l'homme; demande à la Commission d'aborder ces problèmes avec le nouveau gouvernement turc; appelle la Commission à déterminer de quelle manière l'instrument de préadhésion institué par le règlement (CE) n°1085/2006 peut être employé pour protéger le patrimoine chrétien;

The following more specific recommendations were made: specification of minimum requirements as regards medical examinations and regular check-ups; common specification of psychological profiles; common specification of skills for personnel in cross-border operations; adopting a new approach to ensure follow-up of the level of competence of certified drivers; considering the use of a simplified communication system combined with basic knowledge of a common language; granting full operating rights to foreign train drivers when ERTMS/ECTS is active, but more restrictive operating rights in operational situations where an incident or damage has occurred; developing and implementing operational rules harmonised at European level.
