IN-CONTEXT TRANSLATIONS

The EEAS supports the HR in fulfilling her mandate of conducting the EU's common foreign and security policy (CFSP), in her capacity as President of the Foreign Affairs Council, and in her capacity as Vice-President of the Commission for fulfilling, within the Commission, the responsibilities incumbent on it in external relations.

40. Reiterates its call on the VP/HR and the EEAS to effectively and consistently implement the EU Guidelines on International Humanitarian Law (IHL) , including in relation to conflicts and humanitarian crises in countries such as Syria, Iraq, Libya and Ukraine; recommends, in this context, that the EEAS support civil society organisations that promote respect for IHL by state and non-state actors; urges, moreover, that the EU actively use all instruments at its disposal to enhance compliance of state and non-state actors with IHL; calls for the EU and its Member States to contribute to the ongoing Switzerland/International Committee of the Red Cross initiative on strengthening compliance with IHL;

Lastly, the EEAS supports the Commission in preparing and implementing programmes and financial instruments relating to EU external action.

Parliament has consistently supported adequate financing of the EEAS. The personnel policy of the EEAS however raises a series of questions, especially concerning the important creation of high ranking posts.

(3) The EEAS will support the High Representative, who is also a Vice-President of the Commission and the President of the Foreign Affairs Council, in fulfilling her mandate to conduct the Common Foreign and Security Policy ("CFSP") of the European Union and to ensure the consistency of the EU's external action as outlined, notably, in Articles 18 and 27 TEU. The EEAS will support the High Representative in her capacity as President of the Foreign Affairs Council, without prejudice to the normal tasks of the General Secretariat of the Council.
(3) Le SEAE secondera le haut représentant, qui est aussi vice-président de la Commission et président du Conseil des affaires étrangères, aux fins de l'exécution de son mandat consistant à conduire la politique étrangère et de sécurité commune ("PESC") de l'Union européenne et à veiller à la cohérence de l'action extérieure de l'UE tel que défini notamment aux articles 18 et 27 du traité UE. Il soutiendra le haut représentant dans l'action menée par celui-ci en qualité de président du Conseil des affaires étrangères, sans préjudice des tâches habituelles du Secrétariat général du Conseil.
