Considers that the EIB Group should continue reporting annually to Parliament on its lending activities both within the EU, with regard to the promotion of the Union's objectives and the Europe 2020 Strategy's targets, and outside the EU, with regard to its mandate and the overall policy coherence of the EU's external action; takes the view that the EIB and the European Bank for Reconstruction and Development (EBRD) should also focus on strengthening their coordination and cooperation work in third countries, in order to enhance their respective comparative advantages and avoid overlaps in their work , while ensuring more effective use of resources; recalls also that the Council and Parliament have agreed that the time is ripe to study the rationalisation of the system of European public financial institutions, with no options being excluded;

The Board shall endeavour to cooperate closely with any public financial assistance facility including the European Financial Stability Facility (EFSF) and the European Stability Mechanism (ESM), in particular in the extraordinary circumstances referred to in Article 27(9) and where such a facility has granted, or is likely to grant, direct or indirect financial assistance to entities established in a participating Member State.
6. Considers that the achievement of the stated objectives of EU 2020 can not afford neglecting potential and substantial new revenues stemming from innovative financing instruments; therefore calls on the Commission to propose a broad-based and ambitious system of Eurobonds , in order to create an effective shield for the protection of the euro and the euro area countries as a whole, to achieve a highly liquid public bond market and attain the lowest possible levels of interest rates, and the creation of a European-wide financial transactions tax to curb speculation and harmful damaging trading patterns in financial markets, reduce excessive price volatility, create incentives for the financial sector to make long term investments with added value for the real economy, and make a fair contribution to the cost of the crisis and to public finance sustainability;
10. estime qu'il ne faut pas négliger, dans la poursuite des objectifs déclarés de la stratégie Europe 2020, les nouvelles recettes potentiellement considérables que pourraient procurer des instruments de financement novateurs; invite à cet effet la Commission à proposer un système étendu et ambitieux d'euro-obligations, afin de protéger efficacement l'euro et les pays de la zone euro dans leur ensemble, de mettre en place un marché des obligations publiques hautement liquide et d'abaisser autant que possible les taux d'intérêt; l'invite également à proposer le prélèvement d'une taxe européenne sur les transactions financières afin de freiner la spéculation et les modèles d'échanges hautement préjudiciables sur les marchés financiers, de réduire la volatilité excessive des prix, d'inciter le secteur financier à effectuer des investissements à long terme qui apportent une valeur ajoutée à l'économie réelle et à contribuer équitablement au coût de la crise et à la viabilité des finances publiques;

In its Communication of 19 October 2010 entitled "EU Budget Review", the Commission emphasised that the norm for projects with long-term commercial potential should be the use of Union funds in partnership with the financial and banking sectors, particularly the European Investment Bank and Member States' public financial institutions, but also with other international financial institutions and the private financial sector, including at national and regional level.

Member States should have the possibility of exempting small undertakings from the obligation to draw up a management report provided that such undertakings include, in the notes to the financial statements, the data concerning the acquisition of own shares referred to in Article 24(2) of Directive 2012/30/EU of the European Parliament and of the Council of 25 October 2012 on coordination of safeguards which, for the protection of the interests of members and others, are required by Member States of companies within the meaning of the second paragraph of Article 54 of the Treaty on the Functioning of the European Union, in respect of the formation of public limited liability companies and the maintenance and alteration of their capital, with a view to making such safeguards equivalent (7).

Is aware that the current system of EU funding in support of European standardisation often leads to frustration in terms of rule changes, the high cost of auditing and delays in the authorisation of payments; stresses that there is an urgent need to reduce these costs and the high administrative burden that at times outweigh the benefits of the financial support provided, while respecting EU financial rules; calls on the Commission and all stakeholders to ensure the financial sustainability of the system, including through public-private partnerships and through multiannual financial planning, which is essential to ensure its effectiveness and efficiency in global competition; considers that the Commission and the ESOs could improve their cooperation in order to guarantee a stable and user-friendly framework for the EU financial contribution to European standardisation which will increase significantly the efficiency of the system;

The Member States also need to comply with their international commitments and make the necessary changes to national law and national implementing practice so that before the end of 1998 they can ratify the convention on the protection of the European Communities' financial interests, together with its three protocols, the convention on the fight against corruption involving officials of the European Communities or officials of the Member States of the European Union and the OECD Convention on combating bribery of foreign public officials in international business transactions (Recommendation 14 of the Action Plan to combat organised crime actually calls for ratification of the Convention on the protection of the European Communities' financial interests, with its protocol, by mid-1998 at the latest.)
