Calls on the Commission to closely monitor the financial sector in order to enhance competition and investor and consumer protection in the European banking and investment market; notes that consolidation in the banking sector has increased the market share of several financial institutions so that it now exceeds pre-crisis levels, and that the financial investment industry has grown simultaneously without any gain for the real economy in the Union; believes that to maintain a fully functioning single market there must be a level playing field for actors in the financial industry and measures must be taken to avoid decreased transparency and the development of cartel-like constructions;

Reminds the Commission that the financial industry has been one of the main causes of the current crisis; reiterates its demand for a radical downsizing of the financial industry in accordance with the each Member State’s economic model, coupled with democratic oversight and control; urges the Commission to take this into account when coming forward with further financial market legislation such as the regulation of the shadow banking system, money market funds and the review of the European Supervisory Authorities; believes that as a very first starting point the Commission should present without further delay a legislative proposal concerning the mandatory separation of proprietary trading and other high-risk trading;

Takes the view that the financial sector must go back to its initial function and operate first and foremost in the public interest, accept lower returns and agree to bonus payment systems geared to risk-aversion and long-term targets instead of short-term profits; points out that the financial industry in the industrial countries, and especially in the US and in some EU Member States, is too big for the good of societies and must be cut down to a healthier size; stresses that this could be supported by a broadly based financial transactions tax; regrets that the G20 leaders only gave the IMF responsibility for investigating the possibility of such a financial transactions tax to contribute towards covering the costs of the recent financial crisis and to help to avoid future crises;
