The result, as the Commission has already stated in its replies to Oral Question H-0364/01 during Question Time at the plenary session of Parliament in May 2001 and written question P-1794/01 put by the Honourable Member, is that the requirements laid down in Article 4 of Directive 92/46/EEC are only applicable in cases where a Member State authorises the placing on the market of milk intended for direct human consumption, whereas under Article 7(A)(9), each Member State has to lay down its own health rules for milk-based products which are not made from heat-treated milk or which have not been subjected to any heat treatment during their manufacturing process, and those rules must be sufficient to enable such products to meet the health criteria guaranteed for every finished product.

(6) Whereas, in order to adapt the quality of supply to demand, payment of the aid should be made conditional on obtaining a product meeting minimum quality characteristics; whereas, as regards the processed product, for the sake of simplification, the minimum characteristics and tolerances allowed should be those contained in the UN/ECE standard recommended by the Working Party on standardisation of perishable produce and quality development of the United Nations Economic Commission for Europe; whereas, to ensure that a quality product is obtained, to be registered in the database, producers and processors should be required to have an adequate infrastructure enabling them to obtain, respectively, a raw material and a finished product of the desired quality; whereas, to preserve the quality of the raw material and check its destination, the producer should be required to deliver the unprocessed dried grapes to the processor within a certain time limit;
(6) considérant qu'il y a lieu, afin d'adapter qualitativement l'offre à la demande, de subordonner le paiement de l'aide à l'obtention d'un produit répondant à des caractéristiques minimales de qualité; que, pour le produit transformé, il y a lieu, dans un souci de simplification de retenir comme caractéristiques minimales et tolérances admises celles figurant dans la norme CEE (ONU) recommandée par le groupe de travail de la normalisation des produits périssables et de l'amélioration de la qualité institué auprès de la Commission économique pour l'Europe des Nations unies; que, pour assurer l'obtention d'un produit de qualité, il y a lieu d'exiger des producteurs et des transformateurs, avant de les inscrire dans la base de données, de disposer de l'infrastructure adéquate susceptible de leur permettre d'obtenir, respectivement, une matière première et un produit fini de la qualité voulue; qu'il y a lieu, dans l'objectif de la préservation de la qualité de la matière première ainsi que du contrôle de sa destination, de prévoir l'obligation du producteur de livrer les raisins secs non transformés au transformateur, avant un certain délai;

Whereas greater transparency is needed regarding the ingredients employed in cosmetics if the latter are to be placed on the market without any prior procedure, if the necessary information on the finished product is to be available solely at the place of manufacture or of initial importation into the Community and if better information is to be provided to the consumer; whereas such transparency should be achieved by indication of a product's function and of the ingredients used in a cosmetic product on its packaging; whereas where for practical reasons it is impossible to indicate the ingredients and any warnings regarding use on the container or the packaging, such particulars should be enclosed so that the consumer may have access to all necessary information;
