Regional initiatives in the electricity sector have resulted in some concrete progress: joint capacity allocation on the Italian-Slovenian and Italian-Swiss border; the intraday continuous trading platform on the Germany – Denmark-West interconnector; a cross-border balancing system on the French-English interconnector; the implementation of day-ahead market coupling on the German-Danish interconnections; and the publication of more detailed information on load, transmission and balancing (in the Northern region and the Central and Eastern Europe region).

Territorial cooperation will promote the balanced development of the territory.Based on the acknowledged experience of the INTERREG III Initiative, the Commission is proposing a new Objective for cross-border, transnational and interregional cooperation which will receive 4 % of the funding for the future regional policy.All the NUTS III regions on internal and external frontiers, whether on land or sea, will be able to cooperate with their neighbours, particularly on the key topics of the Lisbon and Göteborg agenda.The Commission wants to set up two new legal instruments for cooperation: the "cross-border regional collectivity" on internal frontiers and a "new neighbourhood instrument" on the Union's external frontiers.

2. Transmission system operators shall promote operational arrangements in order to ensure the optimum management of the network and shall promote the development of energy exchanges, the coordinated allocation of cross-border capacity through non-discriminatory market-based solutions, paying due attention to the specific merits of implicit auctions for short-term allocations, and the integration of balancing and reserve power mechanisms.
