Regrets that the Sixth Cohesion Report does not refer to polycentric territorial development as a key element of achieving territorial cohesion and territorial competitiveness in line with the EU Territorial Agenda 2020 and the 2013 ESPON Report “Making Europe Open and Polycentric”; highlights the role of small and medium-sized towns and the importance of enhancing the functional links of the urban centres with their surrounding areas to achieve balanced territorial development;
59. regrette que le sixième rapport sur la cohésion ne précise pas que le développement territorial polycentré est un élément essentiel dans la réalisation de la cohésion territoriale et de la compétitivité territoriale conformément à l'agenda territorial de l'Union européenne 2020 et au rapport de l'ORATE intitulé "Une Europe ouverte et polycentrique" (2013); souligne le rôle des petites et moyennes agglomérations et l'importance d'améliorer les liens fonctionnels des centres urbains avec leur périphérie afin de garantir un développement territorial équilibré;

Points out that territorial cohesion has a horizontal, multi-sectoral character and that Union policies must therefore contribute to its achievement; reiterates that this concept is not confined to the effects of regional policy but also implies coordination with other Union policies which target sustainable development and offer tangible results at regional level, with a view to developing and fully using the specific forms of regional potential and increasing their impact on the ground, boosting regions' competitiveness and attractiveness and achieving territorial cohesion; is of the opinion that ‘concentration, cooperation and connection’ are the key coordinates of territorial cohesion with a view to more balanced territorial development in the EU;
