Depending on the source of financing involved and its financial management rules in the current programming period in accordance with Articles 35 and 36 and Article 47b(1) of Regulation (EC) No 1257/1999, a distinction should be made between support from the EAGGF Guarantee Section based on non-differentiated budget appropriations and the financial year ending on 15 October 2006 in the Member States of the Community as constituted at 30 April 2004 on the one hand, and other support from the EAGGF Guidance or Guarantee Section for all Member States as provided for in Articles 29 to 32 of Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds (3) on the other hand.

The funding: Member states are asked to approve a more efficient and effective use of the EU TEN budget line, which is providing €600 million per year to fund TEN project costs. The contribution of the TEN budget to priority projects has to be raised from 10% to 30% as proposed by the Commission (IP/03/1322) if it is to act as a leverage for the acceleration of projects. The EU 6th Framework Programme resources will also support key projects in the framework of the European Initiative for Growth, such as the launch of the European technology platforms. At the same time, the European Investment Bank (EIB) Group should adjust current instruments to the needs of sectors within the Initiative for Growth and become more involved in risk sharing for priority investment projects. According to its latest proposal, the EIB is committed to provide: (i) a further €50 billion to TENs up to the end of the decade under a new Transport Infrastructure Facility; (ii) up to €40bn billion additional funding under the Innovation 2010 Initiative for investments in research, development and innovation; (iii) reinforce its Structures Finance Facility through a transfer of a higher share of its annual surpluses; (iv) support innovation through risk capital by allocating an additional €500 million to the ETF Start-up Facility of the European Investment Fund.

The following resolution was adopted at the end of the conference. The European Conference on Craft Industries and Small Businesses: 1) Welcomes the adoption by the Commission of the action programme for small and medium-sized businesses (7 August 1986); 2) Hopes that all possible resources will be used to put into effect the actions described in the programme, as concerns both the business environment and greater flexibility and access to finance; 3) Considers that, since small businesses are those most handicapped by the non-tariff barriers which have persisted in the common market for 30 years, priority should be given to eliminating these obstacles to the completion of the internal market, and to reducing and simplifying administrative, tax and technical procedures as much as possible; ../.- 2 - 4) Considers that a special effort will have to be made to assist craft industries, including policies : a) to promote enterprise and the important role of the self-employed entrepreneur; b) to educate and inform craftsmen on the new technologies so that they are introduced into existing businesses; c) to encourage young people and the unemployed to set up their own craft industry businesses; d) to provide training in the new technologies and materials as early as the apprentice stage; e) to preserve craft skills; f) to simplify the procedures for making use of and protecting inventions. 5) Calls on the Community's financial institutions and Funds to introduce the kind of specific financing measures in favour of small businesses and craft industries that are easy to implement and cover the whole range of operations from grants and loans to special support and venture capital operations; 6) Welcomes the Commission's plans for providing information in the form of a "Community window for small businesses"; 7) Addresses this resolution to the Commission, Parliament, the Economic and Social Committee and the governement of the Member States.

Our concern today is threefold: first, that the benefits of the Millennium Scholarship Endowment Fund are directed in a way that not only provides additional financing to students but that also makes a difference in the content, quality, and availability of education and skills development programs that can actually deliver a job in industry and in exporting at the end of an academic career; second, that, as the government itself has made clear, we're not reinventing the wheel, that the duplication of efforts or the establishment of parallel or competing federal and provincial systems for determining student financing priorities and delivery systems be avoided.
Nos sources de préoccupation aujourd'hui sont triples: d'abord, nous souhaitons que les retombées de la Fondation des bourses d'études du millénaire soient orientées de telle sorte qu'elles ne fournissent pas seulement des subventions supplémentaires aux étudiants mais qu'elles améliorent également le contenu, la qualité et l'accessibilité de l'éducation et des programmes de perfectionnement des compétences afin de pouvoir répondre, à l'issue des cycles scolaires, aux exigences des postes qui sont vacants dans les secteurs de l'industrie et de l'exportation.
