IN-CONTEXT TRANSLATIONS

In order to increase legal certainty and transparency in the application of state aid rules to services of general interest the Commission announced in its Report to the Laeken European Council its intention to establish a Community framework for state aid granted for services of general eonomic interest, and then, if and to the extent justified by the experiencegained with the application of this framework, adopt a block exemption regulation in the area of services of general economic interest.
Pour améliorer la sécurité juridique et la transparence dans l'application des règles relatives aux aides d'État aux services d'intérêt général, la Commission a annoncé, dans son rapport à l'intention du Conseil européen de Laeken, son intention d'établir un cadre communautaire pour les aides d'État accordées pour des services d'intérêt économique général, puis, dans la mesure où l'expérience acquise lors de la mise en oeuvre de ce cadre le justifiera, d'adopter un règlement d'exemption par catégorie dans le domaine des services d'intérêt économique général.

1. This Regulation establishes, for the period from 1 January 2002 to 31 December 2006, a general Community framework for activities to facilitate the implementation of judicial cooperation in civil matters (hereinafter referred to as the "general framework").

(13) Measures to ensure good use is made of Community instruments in the area of judicial cooperation in civil matters are necessary; they will be more effective if they are coordinated within a general Community framework for activities.

11. If, in its forthcoming judgments, the Court of Justice does not uphold Ferring but considers that compensation for public service constitutes state aid, the two-stage procedure proposed by the Commission in its report to the Laeken European Council may be continued, i.e. in a first stage, preparation of a Community framework then, in a second stage, in the light of experience acquired in applying that framework and, if necessary and guided by experience, preparation of a regulation exempting some forms of aid for general economic interest services from the prior notification obligation.

(4) Electronic communication and commerce necessitate " electronic signatures" and related services allowing data authentication; divergent rules with respect to legal recognition of electronic signatures and the accreditation of certification-service providers in the Member States may create a significant barrier to the use of electronic communications and electronic commerce; on the other hand, a clear Community framework regarding the conditions applying to electronic signatures will strengthen confidence in, and general acceptance of, the new technologies; legislation in the Member States should not hinder the free movement of goods and services in the internal market;
