Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Alex Atamanenko: En ce qui concerne le droit au Programme canadien de stabilisation du revenu agricole (PCSRA), la procédure d’appel et l’exclusion du droit aux autres programmes agricoles fédéraux: a) l’appelant est-il admis à prendre connaissance des recommandations du Sous-comité fusionné des appels de l’Ouest et, si oui, comment en obtient-il copie; b) l’appelant est-il admis à prendre connaissance des raisons invoquées par le Sous-comité intermédiaire des appels pour rejeter les recommandations du Sous-comité fusionné des appels de l’Ouest et, si oui, comment en obtient-il copie; c) l’administration du PCSRA a-t-elle déjà envoyé à l’appelant une lettre de rejet avant ou après avoir sollicité l’intervention d’un comité des appels et, si oui, comment l’appelant obtient-il copie de la directive à cet effet; d) à qui incombe-t-il d’envoyer les recommandations du Sous-comité fusionné des appels de l’Ouest au palier d’appel supérieur; e) y a-t-il des motifs valables pour que l’administration du Comité national du PCSRA (CNP) refuse à l’appelant l’accès à l’ensemble du processus d’appel en négligeant d’envoyer les recommandations du Sous-comité fusionné des appels de l’Ouest au palier d’appel supérieur; f) les appels sont-ils traités un par un ou l’administration du CNP peut-elle court-circuiter la procédure d’appel au motif que le cas de l’appelant lui paraît identique à celui qui peut l’avoir précédé; g) y a-t-il des critères établis qui permettent à l’appelant d’avoir une idée du temps que son appel mettra à franchir tous les paliers et, si oui, quels sont-ils; h) l’appelant est-il en droit de s’attendre à ce que les décisions des comités d’appel lui soient communiquées; i) quelles sont les circonstances où il serait acceptable de ne pas communiquer à l’appelant les décisions des comités d’appel; j) l’appelant est-il en droit de s’attendre à ce que le sort de son appel ne soit pas discuté par l’administration du C ...

6. Temporary deterioration in the status of bodies of water shall not be in breach of the requirements of this Directive if this is the result of circumstances of natural cause or force majeure which are exceptional or could not reasonably have been foreseen, in particular extreme floods and prolonged droughts, or the result of circumstances due to accidents which could not reasonably have been foreseen, when all of the following conditions have been met:

(18) In addition to ensuring that the insurance undertaking has a representative in the State where the injured party resides, it is appropriate to guarantee the specific right of the injured party to have the claim settled promptly; it is therefore necessary to include in national law appropriate effective and systematic financial or equivalent administrative penalties - such as injunctions combined with administrative fines, reporting to supervisory authorities on a regular basis, on-the-spot checks, publications in the national official journal and in the press, suspension of the activities of the company (prohibition on the conclusion of new contracts for a certain period), designation of a special representative of the supervisory authorities responsible for monitoring that the business is run in line with insurance laws, withdrawal of the authorisation for this business line, sanctions to be imposed on directors and management staff - in the event that the insurance undertaking or its representative fails to fulfil its obligation to make an offer of compensation within a reasonable time-limit; this should not prejudice the application of any other measure - especially under supervisory law - which may be considered appropriate; however, it is a condition that liability and the damage and injury sustained should not be in dispute, so that the insurance undertaking is able to make a reasoned offer within the prescribed time-limit; the reasoned offer of compensation should be in writing and contain the grounds on the basis of which liability and damages have been assessed.
(18) En plus de garantir que l'entreprise d'assurance a un représentant dans l'État de résidence de la personne lésée, il convient de garantir le droit spécifique de la personne lésée d'obtenir le règlement du litige dans les meilleurs délais. Cela ne devrait pas préjuger l'application de toute autre mesure jugée appropriée, notamment en vertu de la loi applicable en matière de surveillance. Néanmoins, la responsabilité et le dommage subi ne devraient pas être sujets à contestation, afin que l'entreprise d'assurance puisse présenter une offre motivée dans les délais prescrits. L'offre d'indemnisation motivée devrait être faite par écrit et contenir les éléments sur la base desquels la responsabilité et le dommage ont été évalués.
