Lorsqu'un conseiller d'entreprises (associe au BC-NET) cherche a etablir une cooperation ou un rapprochement pour le compte d'un de ses clients et en dehors du marche sur lequel il travaille, - il adresse sa "demande" ou son "offre" au BC-NET au moyen d'un langage commun (qui permet aux conseillers d'entreprises de communiquer entre eux); - le systeme BC-NET compare automatiquement les demandes avec son stock d'offres; - dans l'hypothese ou le stock d'offres permet de donner des reponses, non seulement le demandeur les recoit immediatement, mais ceux qui les ont inserees dans le systeme sont aussi informes du "rapprochement" de leurs offres avec une demande; - dans l'hypothese ou le stock d'offres du BC-NET ne contient pas de reponses a une demande, celle-ci est automatiquement distribuee aux conseillers d'entreprises membres du BC-NET (si ceux-ci le permettent). Ces conseillers disposent (par convention) d'un temps determine (par exemple 48h.) pour consulter leurs portefeuilles et repondre (oui ou non) au BC-NET qui fait suivre l'ensemble des reponses au conseiller qui introduit la demande; - au cours de la periode experimentale, le BC-NET s'appliquera principalement aux cooperations financieres, commerciales et techniques (y compris les cooperations technologiques et la sous- traitance).
