I hope this House will have an opportunity to debate this and I trust that I can count on the support of all the hon. members in this House.

I will conclude on that note, with the comment that I hope the government will learn something from the speed with which we put electoral reform through in the last parliament, which now obliges us to make changes, cosmetic ones in some cases because of that excessive haste. I also hope we will be able if the opportunity arises, and I hope the House leader is open to this, to carry out an indepth reform of the Canada Elections Act to bring it in line with the expectations of our fellow citizens.

I hope this House understands, therefore, why I urge you not to simply press ahead regardless where exhaust emissions are concerned, but first of all to assure us that our lofty ambitions for the environment are technologically feasible and affordable for the majority of people, as only then will be able to make our contribution to keeping the production and sale of European vehicles a going concern – and not for the sake of the vehicles but for the sake of the people.

Hopes that those responsible for the assassination of Benazir Bhutto are identified and held responsible as soon as possible; notes the worsening human rights situation in Pakistan throughout 2007, including in particular the threats to the independence of the judiciary and the freedom of the media; with that in mind, condemns the defamation campaign against Iftikhar Mohammad Choudhry, former Chief Justice of Pakistan, as well as the fact that he has been removed from office and placed under house arrest; calls on the Council and the Commission to support the movement for democracy started by the judiciary and the bar, particularly by extending invitations to some of their representatives, including Mr Choudhry; calls for the reinstitution of all deposed judges; notes the adoption of a new Country Strategy Paper for Pakistan and welcomes the mainstreaming of conflict prevention and human rights throughout that document; notes that the first meeting of the European Community-Pakistan Joint Commission was held in Islamabad on 24 May 2007 and stresses the need for human rights to be at the forefront of the agenda for all subsequent meetings;

I have tried to bring a little bit more of what I call a more pragmatic approach into this legislation and I hope this House will support my amendments on Mrs Auroi's report which, while supporting in principle what she said, will in practice enable the Commission to bring in the proposal that is due to be submitted after the two reports in Parliament.
J'ai tenté d'introduire un peu plus de ce que j'appelle une approche plus pragmatique dans cette législation et j'espère que cette Assemblée soutiendra mes amendements concernant le rapport de Mme Auroi qui, bien que je soutienne en principe ce qu'elle dit, permettra en pratique à la Commission de soumettre la proposition qui doit être soumise après le passage des deux rapports devant le Parlement.
