Miguel Arias Cañete and Patrick Gomes welcomed the signing of the 11th European Development Fund Intra-ACP Strategy by the ACP Group and the European Commission, which allocates €475 million to support climate action, resilience building and the environment in ACP countries up to 2020.

Today, European Commissioner for International Cooperation and Development, Neven Mimica and the President of the Committee of Ambassadors of the African, Caribbean and Pacific (ACP) group of states, Mrs. Mpeo Mahase-Moiloa, signed off on €3.6 billion to finance the intra-ACP program, under the 11 European Development Fund (EDF) (the EU's financial instrument for ACP countries).

Neven Mimica, et la présidente du Comité des ambassadeurs du groupe des États d’Afrique, des Caraïbes et du Pacifique (ACP), M Mpeo Mahase-Moiloa, ont aujourd’hui marqué leur accord sur une enveloppe de 3,6 milliards d’euros pour financer le programme intra-ACP au titre du 11 Fonds européen de développement (FED) (l’instrument financier de l’UE pour les pays ACP).

Urges that, under the 11th EDF, the proportion of resources devoted to the intra-ACP programme and regional programmes should be the same as that under the 10th EDF, also providing for a flexible reserve and ensuring maximum complementarity with the Pan-African programme planned as part of the future DCI, because this reserve will be used in part to finance the new scheme to absorb any exogenous shocks with an international dimension (in particular, financial, food or humanitarian crises) that may affect an ACP country, as well as emergency humanitarian aid; stresses the importance of these programmes, which can help to increase the level of preparedness of ACP countries in the event of a crisis, boost their resilience and improve coordination of emergency measures, rehabilitation and development;
19. souhaite qu’au titre du 11 FED, la proportion des ressources consacrées au programme intra-ACP et aux programmes régionaux soit identique à celle existant sous le 10 FED, tout en prévoyant une enveloppe de fonds non allouée et flexible et assurant une complémentarité maximale avec le futur programme panafricain prévu dans le cadre du futur ICD, car cette enveloppe servira en partie à financer le nouveau dispositif d’absorption des chocs externes à dimension internationale (crise financière, alimentaire ou humanitaire notamment) pouvant frapper un pays ACP, ainsi qu’une aide humanitaire d’urgence; souligne l’importance de ces programmes, qui contribuent à renforcer la capacité de préparation des pays ACP en cas de choc, leur capacité de résilience et la coordination entre les actions d’urgence, la réhabilitation et le développement;

This amount comes from the 10th European Development Fund Intra-ACP programme, which reserves €180 million for Disaster Risk Reduction (DRR) activities at intra-ACP level.

Furthermore, a new regional instrument, the Intra-ACP Migration Capacity Building Facility, still funded under the 9 EDF, will be operational in 2007 for national actions with a (sub) regional dimension, implemented in cooperation with other ACP countries.

Following this position, an amount of EUR 335 million shall be transferred from unallocated resources of the 9th EDF long-term development envelope to the intra-ACP allocation under the envelope for regional co-operation and integration, and used for debt relief in favour of ACP countries that are eligible under the initiative in favour of Highly Indebted Poor Countries (HIPC), in accordance with Article 66 of the ACP-EC Agreement.
Cette position prévoit le transfert d'un montant de 335 millions d'EUR des ressources non affectées de l'enveloppe du 9 FED consacrée au développement à long terme, à la dotation intra-ACP définie dans le cadre de l'enveloppe destinée à la coopération et à l'intégration régionales. Ce montant est consacré à l'allégement de la dette des États ACP éligibles à l'initiative déployée en faveur des pays pauvres très endettés (PPTE), conformément à l'article 66 de l'accord ACP-CE.
