The restructuring to be evaluated by the Commission started at the end of 1997 and the undertaking's long-term viability was to be established in 2000.

The reasons for the opening of a formal probe are the Commission doubts as to the compliance with the requirements laid down in the Community Guidelines on State aid for rescuing and restructuring firms in difficulties.
