They sign these international investment agreements and then later, when they realize the harm that may be caused by a particular mining project, they want to tighten their environmental regulations or tighten their social or human rights protections and find that they can't do that because they have been locked into what they call stabilization agreements, bilateral trade agreements or sometimes they are investor state agreements.
