The Irish delegation of the PPE-DE Group is firmly opposed to any harmonisation of direct taxation, including corporate taxation, and we will continue to reject any proposals which weaken that position.

The Spanish and Irish delegations asked that the following explanation of vote be published: "The Spanish and Irish delegations have decided to abstain when the Council's common position on the SOCRATES programme is adopted, since they consider that the amount deemed necessary for the execution of the programme, which has been approved, is not sufficient to achieve the objectives contained in the programme".

L. Statement by the Irish delegation The Irish delegation declares that its agreement to the global compromise on the integration of Spain and Portugal into the Common Fisheries Policy is (a) on its strict understanding that the principles established in Article 3 Paragraph 3 of Regulation no. 1275/94 and in particular the principle of no increase in fishing effort, the level of which is laid down in Articles 158, 160, 164, 349, 351 and 352 of the Iberian Act of Accession, will be strictly maintained; (b) without prejudice to its view that, in accordance with Article 3 Paragraph 3 of Regulation no. 1275/94, the conversion rates for standard vessels laid down in paragraph 2 of Article 158 of the Iberian Act of Accession must be applied.
