(b) the onus is on the applicant to demonstrate his Canadian participation rate to the satisfaction of the Minister or a person designated by the Minister but where he has not so demonstrated his Canadian participation rate within such reasonable time, but not less than 30 days, as the Minister may allow, the Minister may allocate to the applicant such Canadian participation rate as he deems reasonable in the circumstances, but, in the case of an application made before April 1, 1978, the applicant shall have a period of four months from the day of such allocation to discharge the onus imposed on him by this paragraph and, at the expiration of that period, the allocation is final if the onus has not been discharged, or shall be adjusted to conform to the Canadian participation rate so demonstrated if the onus has been discharged, and such final allocation or adjusted allocation shall constitute the determination of the Canadian participation rate of the applicant for the purposes of section 121;

In 2016, the Commission shall, in its technical adjustment for the year 2017 in accordance with Articles 6 and 7 of Regulation (EU, Euratom) No 1311/2013, review the total allocations under the Investment for growth and jobs goal of each Member State for 2017-2020, applying the allocation method set out in paragraphs 1 to 16 of Annex VII on the basis of the most recent statistics available and of the comparison, for the capped Member States, between the cumulated national GDP observed for the years 2014-2015 and the cumulated national GDP for the same period estimated in 2012 in accordance with paragraph 10 of Annex VII. Where there is a cumulative divergence of more than +/-5 % between the revised allocations and the total allocations, the total allocations shall be adjusted correspondingly.

That the National Assembly reaffirm the consensus expressed in this House on December 13, 1990, on the occasion of the ministerial statement on manpower adjustment and occupational training, to the effect that Quebec must have sole responsibility for policies pertaining to manpower adjustment and occupational training within its borders and patriate accordingly the funding allocated by the federal government to these programs in Quebec. Within the current constitutional framework and in order to improve services to customers, Quebec must take over the control and management of various services pertaining to employment and manpower development and all programs that may be funded through the Unemployment Insurance Fund within Quebec's borders, and must therefore receive the funding appropriate to such responsibilities.
