If we consider that, in other parts of the world, joint public and private efforts manage to invest tens of millions of euros, we realise how much there remains for us to do and how much we still have to do, by directing our efforts towards joint projects, towards strategic lines of action and joint programmes between the Member States and Europe and towards common programmes between public and private operators, without disregarding that international framework that puts us in contact with major scientific developments at international level.

If the Eurostars Joint Programme is not implemented or is implemented inadequately, partially or late, or if the participating Member States and the other participating countries do not contribute, contribute partially or late to the financing of the Eurostars Joint Programme, the Community may reduce, withhold or terminate its financial contribution in line with the actual implementation of the Eurostars Joint Programme and the amount of public funding allocated by the participating Member States and the other participating countries for the implementation of the Eurostars Joint Programme, on the terms laid down in the agreement to be concluded between the Commission and the dedicated implementation structure.

2. An interim evaluation of the Eurostars Joint Programme shall be carried out by the Commission two years after the start of the Eurostars Joint Programme and shall cover progress towards the objectives set out in Annex I. The evaluation shall also include recommendations on the most appropriate ways to further enhance scientific, management and financial integration and assess the ability, of R D performing SMEs in particular, to access the Eurostars Joint Programme and the quality and efficiency of its implementation.
2. Deux ans après le début du programme, la Commission procède à une évaluation intermédiaire du programme commun Eurostars et cette évaluation apprécie les progrès accomplis par rapport aux objectifs figurant à l’annexe I. Elle formule également des recommandations sur les meilleurs moyens de renforcer encore l’intégration scientifique, administrative et financière, et apprécie la capacité des PME actives dans la R D, notamment, à accéder au programme commun Eurostars ainsi que la qualité et l’efficacité de la mise en œuvre dudit programme.

Its role is to manage the Eurostars Joint Programme and to monitor its execution, as further detailed in Annex II. Financial integration implies that the participating Member States and the other participating countries effectively contribute to the financing of the Eurostars Joint Programme, involving in particular the commitment to fund the participants in selected Eurostars projects from the national budgets earmarked for the Eurostars Joint Programme.
Son rôle est d’assurer la gestion du programme commun Eurostars et le contrôle de son exécution, comme indiqué plus en détail à l’annexe II. L’intégration financière implique que les États membres participants et les autres pays participants contribuent effectivement au financement du programme commun Eurostars, ce qui suppose en particulier l’engagement de financer les participants aux projets Eurostars sélectionnés, à partir des budgets nationaux alloués au programme commun Eurostars.

The Community financial support should be provided subject to the definition of a financing plan based on formal commitments from the competent national authorities to implement jointly the R D programmes and activities undertaken at national level and to contribute to the financing of the joint execution of the Eurostars Joint Programme.
Le soutien financier de la Communauté devrait être subordonné à l’établissement d’un plan de financement fondé sur des engagements officiels, de la part des autorités nationales compétentes, de mettre en œuvre conjointement les programmes et activités de R D entrepris au niveau national et de contribuer au financement de l’exécution conjointe du programme commun Eurostars.

In accordance with the Seventh Framework Programme, the Community should have the right to agree on the conditions relating to its financial contribution to the Eurostars Joint Programme concerning the participation therein of any country associated with the Seventh Framework Programme or, where essential for implementing the Eurostars Joint Programme, of any other country, joining the Programme in the course of its implementation, in accordance with the rules and conditions set out in this Decision.
Conformément au septième programme-cadre, la Communauté devrait être habilitée à arrêter les modalités relatives à sa contribution financière concernant le programme commun Eurostars, en relation avec la participation à ce programme de tout pays associé au septième programme-cadre ou, lorsque la mise en œuvre du programme commun Eurostars en dépend, de tout autre pays rejoignant le programme au cours de sa mise en œuvre, en vertu des règles et conditions énoncées dans la présente décision.

If the AAL Joint Programme is not implemented or is implemented inadequately, partially or late, or if the participating Member States, Israel, Norway and Switzerland do not contribute, contribute partially or late to the financing of the AAL Joint Programme, the Community may reduce its financial contribution in line with the actual implementation of the AAL Joint Programme and the amount of public funding allocated by the participating Member States, Israel, Norway and Switzerland for the implementation of the AAL Joint Programme, on the terms laid down in the agreement to be concluded between the Commission and the dedicated implementation structure.
