The National Labour Market Authority within the Ministry of Labour is responsible for the day-to-day coordination, management and monitoring of the programme.

In doing so, the Border Focal Point can contribute to the setting-up of the future European Labour Authority announced by President Juncker in the 2017 State of the Union address, in order to strengthen cooperation between labour market authorities at all levels better manage cross-border situations.

Various measures may be implemented, depending on the situation of the country concerned: temporary adjustment of working hours, lowering of social security contributions, reducing the administrative burden on enterprises, improving the processes used by the labour market authorities, targeting measures at unemployed young people and facilitating mobility. These were highlighted in the Presidency’s report following the informal summit on employment.
Diverses mesures peuvent être envisagées selon le contexte national: l’aménagement temporaire du temps de travail, la réduction des cotisations sociales, l’allègement des obligations administratives des entreprises, l’amélioration des procédures suivies par les autorités en charge du marché de l’emploi, l’adoption de mesures ciblées sur les jeunes chômeurs et l’encouragement de la mobilité. Ces mesures sont mises en exergue dans le rapport de la Présidence qui fait suite au sommet européen informel pour l’emploi.

There are various reasons for undeclared work: undoubtedly there are a number of flaws inherent in labour markets; but it is also a question of some companies undergoing reorganisation and others displaying a degree of fragility, incapable of holding their own on the market. Other reasons may be: illegal immigration, but also EU immigration; the behaviour of the public authorities, which is not always virtuous, and inadequate tax policies.
Les raisons qui génèrent le travail non déclaré sont diverses: elles tiennent sans aucun doute à certains défauts inhérents aux marchés du travail en ce qui concerne la réorganisation en cours de certaines entreprises mais également à une certaine fragilité d'autres entreprises incapables de se maintenir sur le marché; elles tiennent à l'immigration illégale mais également à l'immigration communautaire, elles dépendent du comportement pas toujours vertueux des administrations publiques et de politiques fiscales non appropriées; il apparaît toutefois opportun de faire mieux comprendre que l'absence d'une lutte sévère contre le travail non déclaré risque d'affaiblir fortement dans un proche avenir les systèmes de sécurité sociale en Europe.

This proposal, however, gives rise to a number of questions concerning the independence of the regional partnerships, in particular their financial independence, from the national labour market authorities.
