The resolution provides for fast-track approvals for humanitarian items, a two-day turnaround for approvals, improved monitoring of the humanitarian program on the ground, local purchasing and a cash component, a study of the state of the Iraqi oil industry, and above all, a lifting of the ceiling on Iraqi oil exports.
La résolution prévoit l'approbation rapide des composantes humanitaires, c'est-à-dire dans les deux jours, un meilleur suivi du programme humanitaire sur le terrain, un programme d'achats locaux assortis de paiements en espèces, une étude de la situation dans l'industrie pétrolière iraquienne et surtout l'annulation du plafond imposé à ses exportations.
