to call on Malaysia to protect the constitutional rights of all Malaysians to freedom of religion or belief and to promote interreligious good relations and tolerance; to condemn, in this connection, the demolition of Hindu temples in 2006 and the attacks on Christian churches and the desecration of mosques in 2010, and to condemn the recent political and judicial interventions in relation to well-established linguistic uses; to call for the Christians to be able to exercise fully their constitutional right to practise their religion according to their traditions and without interference or fear of prosecution; to call for the right of all Malaysians to decide their own religious affiliation freely to be upheld; to call for the speedy removal of the current administrative and legal obstacles to Muslims who convert to Christianity or Hinduism, and to call for the state to offer such converts protection from prosecution; to call on Malaysia to amend, in the interests of religious freedom, the laws in force in 10 of the 13 states of Malaysia that prohibit missionary activity by non-Muslims and that impose long prison sentences and flogging for those who break them;

Whereas, by Order in Council P.C. 2014-590 of May 15, 2014, the Governor in Council, pursuant to subsection 32(4) of An Act to implement conventions between Canada and Spain, Canada and the Republic of Austria, Canada and Italy, Canada and the Republic of Korea, Canada and the Socialist Republic of Romania and Canada and the Republic of Indonesia and agreements between Canada and Malaysia, Canada and Jamaica and Canada and Barbados and a convention between Canada and the United Kingdom of Great Britain and Northern Ireland for the avoidance of double taxation with respect to income tax, directed that a proclamation do issue giving notice of the entry into force on October 1, 2013 of the attached supplementary convention, done at Vienna on 9 March 2012, that amends the Convention between Canada and the Republic of Austria for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income and on Capital, done at Vienna on 9 December 1976, as amended by the Protocol done at Vienna on 15 June 1999;

(a) the annexed Protocol Amending the Convention between Canada and the Republic of Indonesia for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income and on Capital, being a supplementary convention for the purposes of An Act to implement conventions between Canada and Spain, Canada and the Republic of Austria, Canada and Italy, Canada and the Republic of Korea, Canada and the Socialist Republic of Romania and Canada and the Republic of Indonesia and agreements between Canada and Malaysia, Canada and Jamaica and Canada and Barbados and a convention between Canada and the United Kingdom of Great Britain and Northern Ireland for the avoidance of double taxation with respect to income tax (“the Act”), chapter 44 of the Statutes of Canada 1980-81-82-83, which Protocol was signed on April 1, 1998 and alters and adds to the Convention set out in Schedule VI to the Act, came into force on December 31, 1998, and

5. Calls on the Commission to withdraw or amend its draft decisions establishing Country Strategy Papers and Indicative Programmes for Malaysia, Brazil and Pakistan, and to submit to the committee new draft decisions fully respecting the provisions of Regulation (EC) No 1905/2006;

Need for new delegations: recalls that the Commission agreed in 1998 on a list of political priorities for the opening of new Delegations in Croatia, the Former Yugoslav Republic of Macedonia, Saudi Arabia, Malaysia, Uzbekistan, Switzerland, Taiwan, Paraguay and Ecuador; notes the lack of representation in some key regions including South East Asia, Central Asia and the Gulf States; notes that, in its amending letter to the 2001 budget, the Commission requested a total of 261 new A-grade posts, of which 40 will be used to strengthen existing Delegations; calls for the establishment of Delegations in regions with political and economic importance for the Union;
