Where necessary, based on the impacts of certain invasive alien species on biodiversity or the related ecosystem services as well as human health and the economy and provided that it is thoroughly substantiated by a comprehensive analysis of the justification for an enhanced regional cooperation carried out by the requesting Member States, the Commission may require, by way of implementing acts, that the concerned Member States shall apply, mutatis mutandis, in their territory or part of it, the provisions of Articles 13, 14, 16, 17 notwithstanding the provisions of Article 18, as appropriate.

In Article 1, the second paragraph is replaced by the following:" Acting in accordance with the relevant provisions of the Treaty and notwithstanding the provisions of Article 7(c), the Commission may adopt delegated acts in accordance with Articles 11a, 11b and 11c to add or delete laws to or from the Annex to this Regulation".

Notwithstanding the provisions of this Article, in the event that the United Nations Economic Commission for Europe reaches agreement on provisions for devices for indirect vision for vehicles of categories M1 and N1 corresponding to those embodied in this Directive by .****, the provisions of this Directive which relate to vehicles of those categories shall become of no effect and the Commission shall propose further legislation taking account of the provisions agreed in the United Nations Economic Commission for Europe.
7 bis. 4. Notwithstanding the provisions of this Article, a Member State may decide that the competent authority it has designated for the purpose of Article 9 shall be responsible for the consideration of, and the giving of an opinion on, the matters referred to in paragraph 3(h), (i) and (j) of this Article.
