Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). The shortage of organs available for transplantation and the time constraints in the process of organ donation and transplantation make it necessary to take into account those situations in which the transplantation team lacks some of the information required for organ and donor characterisation as set out in Part A of the Annex, which specifies a mandatory minimum data set.

The programme will focus on the following : - Identification and establishment of a series of health indicators and data at the European and Member State level. - Establishment of a network for the collection and dissemination of data between the national administrations, the Commission and international organizations working in the sphere of public health, such as the World Health Organization (WHO) and the Organization of Economic Cooperation and Development (OECD). - In-depth analysis of health indicators, to gauge the impact of health and health-related actions and programmes, and assess the trends in health status in the European Union. - Dissemination of the results by way of reports, information materials, seminars, etc.
Le programme se concentrera sur les points suivants: - l'identification et la création, au niveau de l'Union et des États membres, d'une série d'indicateurs de santé et de données s'y rapportant; - la création d'un réseau pour la collecte et la diffusion de données entre les administrations nationales, la Commission et les organisations internationales travaillant dans le domaine de la santé publique, telles que l'Organisation mondiale de la santé (OMS) et l'Organisation de coopération et de développement économiques (OCDE); - l'analyse en profondeur des indicateurs de santé pour évaluer l'impact des actions et des programmes relatifs ou liés à la santé ainsi que les tendances de l'état de santé dans l'Union européenne; - la diffusion des résultats par le biais de rapports, de matériel d'information, de séminaires, etc.
