The requirement that an audit opinion should state whether the annual or consolidated financial statements give a true and fair view in accordance with the relevant financial reporting framework does not represent a restriction of the scope of that opinion but clarifies the context in which it is expressed. The annual financial statements of micro and small undertakings should not be covered by this audit obligation, as audit can be a significant administrative burden for this category of undertaking, whilst for many micro and small undertakings the same persons are both shareholders and management and therefore have limited need for third party assurance on the financial statements.

11. Notes that the new Financial Regulation (Regulation (EU, Euratom) No 966/2012) and its Rules of Application came into effect on 1 January 2013 and brought about major changes in financial management, in particular by ensuring enhanced sound financial management and the protection of the Union's financial interests, introducing financial mechanisms which enable the mobilisation of third-party funds as leverage on Union funds and cutting red tape, while shifting the focus from paperwork to performance; encourages the Parliament's services, as in the past revisions of the Financial Regulation, to implement those rules without delay and with the minimum possible negative impact on Parliament's administration; would like to be informed before the start of the 2012 discharge procedure if the new Financial Regulation has led to a decrease in staff needed for financial management;
11. note que le nouveau règlement financier (règlement (UE, Euratom) n° 966/2012) et ses règles d’application sont entrés en vigueur le 1 janvier 2013 et qu’ils ont apportés des changements importants dans la gestion financière, notamment en assurant une meilleure gestion financière et la protection des intérêts financiers de l’Union, en introduisant des mécanismes financiers qui permettront de mobiliser les fonds de tierces parties par un effet de levier sur les fonds de l’Union et de réduire la bureaucratie, tout en déplaçant le projecteur du dossier au chantier; encourage ses services à mettre en œuvre ces règles sans retard, comme lors des précédentes révisions du règlement financier, avec le moins possible d’effets négatifs sur l’administration du Parlement européen; souhaiterait être informé, avant le commencement de la procédure de décharge pour l’exercice 2012, si le nouveau règlement financier a conduit à une diminution des besoins en personnel pour la gestion financière;

(24) In order to ensure the orderly functioning and integrity of financial markets, investor protection and financial stability it is necessary to provide a mechanism for monitoring of the design of investment products and for powers to prohibit or restrict the marketing, distribution and sale of any investment product or financial instrument giving rise to serious concerns regarding investor protection, the orderly functioning and integrity of financial markets, or the stability of the whole or part of the financial system, together with appropriate coordination and contingency powers for ESMA. The exercise of such powers by competent authorities and, in exceptional cases, by ESMA should be subject to the need to fulfil a number of specific conditions.
(24) Afin d'assurer le bon fonctionnement et l'intégrité des marchés financiers, la protection des investisseurs et la stabilité financière, il importe d'instaurer un mécanisme permettant de surveiller la conception des produits d'investissement et conférant le pouvoir d'interdire ou de restreindre la commercialisation, la distribution et la vente de tout produit d'investissement ou de tout instrument financier qui suscite des craintes sérieuses pour la protection des investisseurs, le bon fonctionnement et l’intégrité des marchés financiers ou la stabilité de tout ou partie du système financier, ainsi que par des pouvoirs d'intervention et de coordination appropriés pour l’AEMF L'exercice de ces pouvoirs par les autorités compétentes et, dans des circonstances exceptionnelles, par l'AEMF devrait être subordonné au respect d'un certain nombre de conditions précises.

Finally, I would like to note that the Commission is happy to agree to Parliament’s suggestions on an improvement of the flow of information on macro-financial assistance programmes. The Commission is ready to make its best efforts to provide more upstream information to Parliament for macro-financial assistance programmes.
Enfin, je tiens à dire que la Commission approuve avec enthousiasme les suggestions du Parlement concernant l’amélioration du flux d’informations sur les programmes d’assistance macrofinancière et qu’elle est disposée à multiplier ses efforts pour communiquer au Parlement davantage d’informations en amont sur ces programmes.
