Coherence and integration should be ensured in the management of different sectoral policies within the Baltic Sea, North Sea, Celtic Seas, Bay of Biscay and the Iberian Coast, Mediterranean and Black Sea sea basins.

However, in the absence of a formal designation of the sensitive areas, the Commission applies a case-by-case approach which takes account, on the hand, of existing scientific data concerning the risk of eutrophication of the receiving maritime waters of the river basins concerned (and recognised in the framework of international conventions which have been signed by these countries: Helcom for the Baltic sea, Ospar for the North sea, Barcelona for the Mediterranean sea, Danube and Black sea Conventions for the Black sea) and, on the other hand, of the location and characteristics of the ISPA projects.

On 4 and 7 July 2016 those Member States have submitted three joint recommendations to the Commission concerning discard plans for demersal fisheries in the Adriatic Sea, the south-eastern Mediterranean Sea and the western Mediterranean Sea, respectively , after consultation of the Mediterranean Sea Advisory Council.
Les 4 et 7 juillet 2016, ces États membres ont présenté trois recommandations communes à la Commission concernant les plans de rejets pour les pêcheries démersales respectivement dans la mer Adriatique, la Méditerranée du Sud-Est et la Méditerranée occidentale, après consultation du conseil consultatif pour la mer Méditerranée.

(i) Discard Plan for Demersal Fisheries in the Adriatic Sea (GSAs 17 and 18) — Joint Recommendation by the Adriatica High-Level Group (Croatia, Italia and Slovenia); (ii) Discard Plan for Demersal Fisheries in the South-Eastern Mediterranean Sea (GSAs 15, 16, 19, 20, 22, 23 and 25) — Joint Recommendation by the Sudestmed High-Level Group (Cyprus, Greece, Italy and Malta); and (iii) Discard Plan for Demersal Fisheries in the Western Mediterranean Sea (GSAs 1, 2, 5, 6, 7, 8, 9, 10 and 11) — Joint Recommendation by the Pescamed High-Level Group (France, Italy and Spain).

During border surveillance operations at sea, Member States should respect their respective obligations under international law, in particular the United Nations Convention on the Law of the Sea, the International Convention for the Safety of Life at Sea, the International Convention on Maritime Search and Rescue, the United Nations Convention against Transnational Organized Crime and its Protocol against the Smuggling of Migrants by Land, Sea and Air, the United Nations Convention relating to the Status of Refugees, the European Convention for the Protection of Human Rights and Fundamental Freedoms, the International Covenant on Civil and Political Rights, the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the United Nations Convention on the Rights of the Child and other relevant international instruments.

28. Supports in principle the amendments to Annex VI of the MARPOL Convention to reduce sulphur oxide and nitrogen oxide emissions from ships, adopted by the IMO in October 2008; is concerned, however, about a possible shift back from short sea transport to road haulage as a result of the introduction of the 0.1% sulphur limit, envisaged as of 2015, in the sulphur emission control areas in the North Sea and the Baltic Sea; calls on the Commission, therefore, to submit a relevant impact assessment to Parliament as swiftly as possible and by the end of 2010 at the latest;
28. est entièrement favorable à la modification de l'annexe VI de la convention Marpol opérée en octobre 2008 par l'OMI afin de réduire les émissions d'oxyde de soufre et d'oxyde d'azote des navires; s'inquiète toutefois d'un possible recul du transport maritime à courte distance au profit du transport routier comme conséquence de la limite d'émissions de soufre de 0,1 % prévue à partir de 2015 dans les zones de contrôle des émissions de soufre de la mer du Nord et de la mer Baltique; invite dès lors la Commission à présenter une analyse d'impact à ce sujet au Parlement le plus rapidement possible, au plus tard pour la fin 2010;

143. Considers that EMSA, FRONTEX, the Fisheries Agency and the Environment Agency have various instruments at their disposal which could usefully be combined to provide effective support to a European maritime policy; therefore urges the Commission not only to remove obstacles to cooperation between these agencies, but to formalise such cooperation in order to achieve the following: (1) safety at sea and the protection of the marine environment (including fisheries inspection), protection from terrorism, piracy and criminal acts at sea and illegal, unregulated and unreported (IUU) fishing; (2) coordinated fisheries inspections and equal enforcement throughout the EU with equal penalties and sanctions being applied in the courts of Member States (3) strict monitoring of compliance with designated shipping routes and prosecution for illegal discharges from ships; rapid, coordinated response in the event of an accident, deploying the necessary measures as soon as possible, including designating places of refuge and ports for emergency use and combating illegal immigration; reiterates its call, included in the final report of the Temporary Committee on improving safety at sea (MARE), for a European coastguard service to be set up and asks the Commission to come forward with the study on its feasibility as soon as possible;

The purpose of the Baltic Sea Action Plan is to implement the EU’s marine strategy in the Baltic Sea with the cooperation of all the countries that have a Baltic coastline. The plan will adhere to the ecosystem-based operational model in attending to the needs of the Baltic Sea. It defines what a good environmental state would constitute for the Baltic Sea and reconfirms environmental objectives and measures that need to be taken.
Il a pour but de mettre en œuvre la stratégie marine européenne dans cette région avec la coopération de tous ces pays et suivra le modèle opérationnel basé sur les écosystèmes en répondant aux besoins de la mer Baltique. Il définit l’état environnemental qui conviendrait à celle-ci et réitère les objectifs et mesures environnementaux requis.

The Baltic Sea waters include no high seas and fall within the scope of national jurisdiction.
Toutes les eaux de la mer Baltique relèvent d'une juridiction nationale et il n’y a donc pas de zones en haute mer.

I believe it is our duty to strengthen the enforcement of existing directives on these matters and to adopt new measures designed to clear our seas of sub-standard vessels, real sea-going old rust buckets.
