4 (1) Every order and regulation made under this Act shall be laid before Parliament forthwith after it has been made or, if Parliament is not then sitting, forthwith after the commencement of the next ensuing session.

(5) Where a public hearing has been held on the matter of a permit issued pursuant to the regulations made under this section, a copy of that permit and the report of the hearing officer thereon shall be laid before Parliament forthwith on the receipt by the Minister of the Environment of the report of the hearing officer or, if Parliament is not then sitting, on any of the first fifteen days next thereafter that Parliament is sitting.

(2) Any regulations made by the Governor in Council under this section shall be laid before Parliament forthwith after they are made, or, if Parliament is not then sitting, on any of the first fifteen days next thereafter that either House of Parliament is sitting.

The European Parliament, the Council and the Member States shall be notified forthwith of the measures referred to in the first subparagraph.

The Joint Undertaking shall accede to the Interinstitutional Agreement of 25 May 1999 between the European Parliament, the Council of the European Union and the Commission of the European Communities concerning internal investigations by the European Anti Fraud Office (OLAF) (5) and shall forthwith issue the appropriate provisions applicable to all employees of the Joint Undertaking.

Before appointment, the candidate nominated by the Management Board shall be invited forthwith to make a statement to the European Parliament and to answer any questions put by its Members.
