The aim of this Regulation is not to change the substantive law of the Member States relating to birth, a person being alive, death, name, marriage (including capacity to marry and marital status), divorce, legal separation or marriage annulment, registered partnership (including capacity to enter into a registered partnership and registered partnership status), dissolution of a registered partnership, legal separation or annulment of a registered partnership, parenthood, adoption, domicile and/or residence, nationality, the absence of a criminal record, or to public documents the presentation of which can be required by a Member State from a candidate in elections to the European Parliament or in municipal elections or from a voter in such elections who is a national of that Member State.

Like the Accession Partnerships for candidate countries, the European Partnerships establish short- and medium-term priorities that those countries are required to comply with in order to move closer to the European Union.

We might or we might not. Regrets the fact that trafficking in women and children has not declined since last year and that several candidate countries are still countries of origin, transit and destination in this context; calls, therefore, on the Commission and the Council to link the enlargement process to the implementation of effective instruments in preventing and combating trafficking in women, prostitution, under-age prostitution and child pornography in the candidate countries; demands that appropriate EU funding and technical assistance be provided for the candidate countries; calls on the Commission, in cooperation with Member States and the candidate countries, to take effective measures to promote networks and partnerships between the police, judicial, migration and social authorities, NGOs and international organisations; calls on the Commission, in cooperation with the Member States and the candidate countries, to report to Parliament every three years on the progress made in efforts to stamp out trafficking in women, prostitution, under-age prostitution and child pornography;

Much of the new approach advocated in above recommendations will particularly apply to partnerships with candidate countries.
