Just to highlight a couple of areas, the sanitary and phytosanitary agreement and the technical barriers to trade agreement are particularly in need of assistance with regard to the precautionary approach of risk assessment and labelling.

We recommend that you continue to regulate on the basis of that science-based system, and consistent with what Canada fought so hard a decade ago to achieve under the World Trade Organization, the sanitary and phytosanitary approach to regulation, you should make these decisions on good science and not market and other more subjective considerations. We're strongly supportive of that.
Nous recommandons de préserver cette approche scientifique à la réglementation qui est conforme à ce que le Canada a tant lutté pour obtenir il y a une dizaine d'années dans le cadre de l'Organisation mondiale du commerce, l'approche sanitaire et phytosanitaire à la réglementation; ces décisions doivent être fondées sur des données scientifiques et non pas sur des considérations commerciales ou subjectives.

18. Stresses that consumer interest in food safety issues has significantly increased, especially with regard to precautions; calls for the precautionary principle to become a basic principle of a policy of food safety, within the agreement on sanitary and phytosanitary measures (SPS); stresses that the objective is not to change the scope of existing WTO rules or to impose the EC approach to the precautionary principle on other WTO members but to reach a common understanding on its application; there should be no increased scope for projectionist measures, but greater clarity about what is, and what is not, WTO-compatible;

At the international level, we feel that the Agreement on the Application of Sanitary and Phytosanitary Measures is appropriate as it stands and does not therefore need to be renegotiated as such. The Commission, however, like the Council, shares the wish expressed again by Mr Kreissl-Dörfler to look into the precautionary approach in this sector.
Il nous apparaît qu'au niveau international, l'accord SPS - questions sanitaires et phytosanitaires - est approprié tel qu'il est et n'a donc pas à être renégocié en tant que tel. A consistent approach means that the precautionary principle must be taken into account in these agreements, notably in the Agreement on Sanitary and Phytosanitary Measures (SPS) and in the Agreement on Technical Barriers to Trade (TBT), to ensure that this general principle is duly enforced in this legal order.
