Professor Ruberti noted that the issue of human resources, education and training is central to the "White Paper on growth, competitiveness and employment" - which sets out a future plan of action for the European Union.

Professor Ruberti, referring to the very short time that had been available for the institutions to reach agreement on the programme under the complex adoption procedure introduced by the Treaty of Maastricht, which requires both unanimity within the Council of Ministers and agreement between the Council and the European Parliament under the codecision procedure, described the importance of the general political background to the fourth framework programme and its links with two other areas, namely education and training.
