The Assembly has also established its work programme for 2011, retaining four main themes: climate change, with special emphasis on the problem of desertification (rapporteur: Nichi Vendola, President of the Region of Puglia/Italy), but also renewable energies (rapporteur: Michel Lebrun, Member of the Parliament of the French-speaking Community/Belgium), the role of small and medium enterprises in the Mediterranean (rapporteur: Fathallah Oualalou, Mayor of Rabat/Morocco) and cultural heritage, including the role of youth in the preservation and enhancement of local cultural heritage (rapporteur: Asim Güzelbey, Mayor of Gaziantep/Turkey).

The rapporteur points out that the problematical term ‘youth worker’, or ‘Sozialpädagogischer Betreuer’ in German, should be replaced throughout the text of the action programme by the term ‘qualified operatives in youth work and youth organisations’, as the present term means different things in different countries.
