Is of the opinion that the annual reports on arms exports are significant tools in advancing the transparency of arms trade; finds it regrettable, however, that only 21 Member States made full submissions for the 16th Annual Report; notes that full submission means data on the financial value of both arms export licences issued and actual exports, broken down by both destination and EU Military List category; notes that Greece has not provided any data and that Germany and the UK did not submit any data on actual arms exports, while France provided a total figure for arms exports which was not disaggregated; points out that these, with the exception of Greece, are the same countries that are the biggest exporters and shoulder major responsibility for the global impact of EU arms exports; calls on the remaining Member States to fulfil their obligation to submit an annual report and to provide data, for the 16th Annual Report retrospectively and for the forthcoming Annual Reports in due time;

In cases of emergency where the absence of measures would cause irreparable damage to the Union industry, and where the Commission finds, upon its own initiative or on the request of a Member State, that the conditions set out in Article 12(1) and (2) are fulfilled, and considers that a given category of products listed in Annex I and not subject to any quantitative restriction should be subject to quantitative limits or prior or retrospective surveillance measures, and therefore imperative grounds of urgency so require, the procedure provided for in Article 32 shall apply to delegated acts referred to in Article 12(3) in order to alter the import rules for the product in question, including by amending the Annexes to this Regulation.

Where imperative grounds of urgency so require in the case the Commission finds, upon its own initiative or on the request of a Member State, that the conditions set out in Article 12(1) and (2) are fulfilled and considers that a given category of products listed in Annex I and not subject to any quantitative restriction should be subject to quantitative limits or prior or retrospective surveillance measures, the Commission shall be empowered to adopt delegated acts in accordance with Article 25b to impose the measures referred to in Article 12(1) and (2).

In any event, we must never again find ourselves in a situation – such as we did with Greece – in which it is only in retrospect that it becomes apparent that decisions with wide-ranging implications were taken on the basis of incorrect or falsified data.
