The thing is that when we notify people well in advance of an accident, one mile, two miles up the freeway, with lane control signals telling everybody to get into the open lane, they still slow down at the accident because they want to take a look, but instead of going and creeping at one or two miles an hour, we're doing it at 30 or 40 miles an hour.
