17. demande instamment aux autorités de renforcer la capacité des procureurs, des juges, de la police et d'autres services répressifs, et de parvenir à des résultats probants en matière d'enquêtes, de poursuites et de condamnations à tous les niveaux, notamment dans les affaires de corruption de haut niveau; se félicite de l'adoption de la législation anticorruption, notamment sur le lobbying, sur la procédure administrative générale, sur la passation de marchés publics ainsi que des modifications aux lois sur la prévention des conflits d'intérêts; demande leur application efficace afin de renforcer la coopération entre les services répressifs et d'améliorer le système de contrôle des conflits d'intérêt et de déclaration de patrimoine; invite la Commission à suivre de près la mise en œuvre des lois en question; estime qu'il est important de renforcer les institutions pour leur permettre d'adopter une approche plus volontariste en matière de lutte contre la corruption, et d'associer pleinement la nouvelle commission parlementaire chargée de contrôler les activités de l'Agence pour la lutte contre la corruption, des ressources suffisantes devant lui être octroyées; souligne que les lacunes en matière d'indépendance et de responsabilité du système judiciaire restent une grave préoccupation et entravent la lutte contre la corruption;

If there are serious shortcomings or any imminent risk of such shortcomings in Croatia in the transposition or state of implementation of acts adopted by the institutions pursuant to Part Three, Title V of the TFEU as well as of acts adopted by the institutions before the entry into force of the Treaty of Lisbon pursuant to Title VI of the TEU or pursuant to Part Three, Title IV of the Treaty establishing the European Community, the Commission may, until the end of a period of up to three years after accession, upon the reasoned request of a Member State or on its own initiative and after consulting the Member States, adopt appropriate measures and specify the conditions and arrangements applicable thereto.

Notes that both the IAS and the Court of Auditors give recommendations to the Agencies to address their shortcomings; welcomes the effort of both audit institutions to supply Agencies with useful advice so that they can correct their shortcomings; firmly reminds the Agencies to take the recommendations seriously and undertake the necessary measures to correct their shortcomings; demands that the IAS inform the budgetary authority about shortcomings in the reports compiled by Agencies' directors corresponding to Article 72(5) of Regulation (EC, Euratom) No 2343/2002 and to openly publish the recommendations given to the Agencies in order to guarantee the public interest and thus the effectiveness of their auditing tasks;
