The funding framework should not necessarily be restricted to supporting infrastructure investments only, but could also contribute to integrating other transport policy-related components (Marco Polo, SESAR, technological deployment, Green Corridors, links to the neighbourhood countries, research and development in transport) to promote the emergence of integrated transport systems.

SESAR has defined, is developing and will deploy a high quality, new generation of air traffic management (ATM) technologies, systems and procedures compliant with SES objectives and requirements ( SES technologies and procedures ).

Technology: With regard to stepping up technological innovation, it is expected that in 2008 the SESAR Master Plan will be endorsed and the SESAR Joint Undertaking will become fully operational.

In order to accelerate the implementation of SESAR technologies, investments in new ATM systems and major overhaul of existing ATM systems, which have an influence on the level of performance of the European ATM network, should be eligible for cost recovery through user charges if they are consistent with the implementation of the European ATM Master Plan, in particular, through common projects as specified in Article 15a(3) of Regulation (EC) No 550/2004.
Afin d’accélérer la mise en œuvre des technologies SESAR, les investissements dans de nouveaux systèmes de gestion du trafic aérien (ATM) et dans un remaniement en profondeur des systèmes ATM existants, qui influent sur le niveau de performance du réseau ATM européen, devraient être admissibles à un recouvrement via les redevances imposées aux usagers s’ils sont compatibles avec la mise en œuvre du plan directeur ATM européen, notamment à travers des projets communs tels que spécifiés à l’article 15 bis, paragraphe 3, du règlement (CE) no 550/2004.

Acknowledges that the business case for investment in SESAR technologies is stronger in larger and more congested hubs than in smaller regional airports or airports serving seasonal routes; maintains, however, that the performance of the overall network would be improved by a wider spread of SESAR capabilities, aided by public funding;

Understands that the SESAR technology and the implementation of the SES are intrinsically related policies which need to be developed in order to reap full benefit, and therefore urges the industry to take the deployment phase of the SESAR project seriously;
