Highway construction falls under provincial jurisdiction, so the province decides on the alignment, the design, the construction, the tendering process, and how to finance construction costs, and our only involvement with Highway 104 is to match dollar for dollar the $55 million with the province, funded through the Strategic Highways Improvement Program.

Calls on the Commission to develop standards to ensure general harmonisation and coherence in the regulation of parking and vehicle access to urban areas, the categorisation of vehicles, the different classes of emissions, road signs, disability-friendly transport systems and technical standards in intelligent transport systems, and to boost the impetus for pedestrian zones and the protection of historical areas and generally improve the environment and public mobility; points out that the keystone of the SUMPs is quality of life, a corollary of which is the emphasis on freeing cities from traffic congestion and planning parking facilities to ensure freedom of movement for pedestrians and the attractiveness of city centres; asks the Commission to support coordinated and integrated strategic public transport solutions to relieve transport networks, urban highways and access roads to workplaces in order to improve people’s quality of life and to encourage a better work-life balance, while increasing productivity; also calls on the authorities to increase the use of intelligent technologies that can help solve problems related to urban mobility, such as on-board satellite sensors in vehicles and smart ticketing;

Calls for the Western Balkan countries to be fully and effectively involved in all steps of EUSAIR’s implementation and for them to improve their connectivity among themselves and with the rest of the EU, including by simplifying existing administrative burdens, with the aim of accelerating sustainable economic growth and people-to-people contacts, including the Adriatic-Ionian Corridor; stresses the strategic importance of the Adriatic-Ionian Corridor and calls for these countries’ significant disparities and deficits in infrastructure to be tackled, in particular as regards road and rail networks, intermodal connections, traffic management systems and energy infrastructure; calls for the completion of the remaining stretches of the Trans-European transport corridors in South-East Europe, including Corridors V, VI, VIII and X, which will improve the overall connectivity of the region with the EU Member States; encourages speeding up the continuation of the Pelješac bridge construction and of the Adriatic-Ionian Highway in order to facilitate connectivity;

Notes China’s growing role in the Central Asian region through trade, economic and energy projects; considers that China can play a major role in the development of countries in Central Asia and calls on the PRC to promote better relations between states there as a pivotal step towards regional cooperation; remarks that China’s main objectives within the Shanghai Cooperation Organisation are to achieve peace and stability in Central Asia by collectively combating the so-called ‘three evils’ of extremism, separatism and terrorism; notes China’s great strategic and economic interest in the region through the exploitation of its vast oil and gas reserves and the connection of Central Asia to China’s coastline via railways and highways;

Recalls that the Paris Summit identified six main horizontal strategic sectors (civil protection, maritime and land highways, de-pollution of the Mediterranean, the Mediterranean solar energy plan, the Mediterranean Business Development Initiative and the Euro-Mediterranean University), in most of which projects have already been undertaken as part of the EuroMed partnership; underlines, therefore, the importance of carrying out a highly detailed assessment of the regional programmes and of the resources already used within the framework of the EuroMed partnership and hopes that the selection of projects funded under the UfM will be based on the added value criterion at both regional and local level; calls for the swift implementation of these priority projects;

In Saskatchewan the Canada strategic infrastructure fund and the strategic highway infrastructure program are contributing toward the twinning of the major east-west highways.
