137. Asks the Commission to support this position, in line with its past assessments and positions, and to undertake all the necessary steps in order to ensure the extension of its application to all MNCs operating on the internal market, and calls on the OECD to support its extension worldwide in order to ensure that similar obligations apply to all firms engaging in cross-border operations; underlines the fact that action aimed at improving transparency, though necessary, is not a sufficient means of tackling the issue comprehensively and that national, EU and international tax systems also need to be substantially reformed;

For the purpose of the audit opinion, in order to conclude that the accounts give a true and fair view, the audit authority shall verify that all elements required by Article 137 of Regulation (EU) No 1303/2013 are correctly included in the accounts and correspond to the supporting accounting records maintained by all relevant authorities or bodies and beneficiaries.

In accordance with points 16 and 17 of the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management (3) on 16 April 2010 the Commission adopted the Communication on the technical adjustment of the financial framework for 2011 in line with movements in GNI, including the adjustment of amounts allocated from funds supporting cohesion to the Member States concerned by divergence between estimated and actual GDP for the period 2007-2009 (4), by which it informed that a positive adjustment is necessary for the Czech Republic of EUR 237 045 801 and for Slovakia of EUR 137 711 534, to be shared in equal amounts in 2011, 2012 and 2013.
En application des points 16 et 17 de l’accord interinstitutionnel du 17 mai 2006 conclu entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et la bonne gestion financière (3), la Commission a adopté, le 16 avril 2010, la communication relative à l’ajustement technique du cadre financier pour 2011 à l’évolution du RNB, ainsi qu’à l’ajustement des montants alloués, au titre des Fonds soutenant la politique de cohésion, aux États membres dont le PIB réel s’est écarté du PIB estimé pendant la période 2007-2009 (4), communication dans laquelle elle a indiqué qu’il était nécessaire de procéder à un ajustement positif de 237 045 801 EUR pour la République tchèque et de 137 711 534 EUR pour la Slovaquie, ajustement à échelonner en parts égales sur 2011, 2012 et 2013.

4a. Where the Solvency Capital Requirement is no longer fully covered by the combination of own funds eligible under Article 98(4) and the amount of group support declared in accordance with Article 237, and the own funds eligible under Article 98(5) are not sufficient to cover the Minimum Capital Requirement, in addition to the powers set out in Article 137, the supervisory authority may call on the parent undertaking to transfer own funds eligible under Article 98(5) to the extent necessary to ensure that the Minimum Capital Requirement is again covered and up to the limit of the group support resulting from the most recent declaration accepted.
4 bis.
