B. considérant que, au vu du moment choisi pour engager la procédure, en l'espèce pendant une campagne électorale, trois ans après les faits reprochés, et des objectifs manifestement politiques du particulier qui l'a engagée, comme le démontrent notamment les documents présentés par celui-ci au Président du Parlement et son affirmation selon laquelle il agit au nom de citoyens opposés, de manière générale, à l'exercice d'une activité publique par M. In accordance with the definition of “fumus persecutionis” in the explanatory statement of the Donnez report, the term essentially means that immunity will not be lifted if there is reason to believe that the prosecution has been brought with the intention of causing the Member political damage.
