D. whereas the agreement on a ceasefire in eastern Ukraine reached on 5 September 2014 in Minsk by the trilateral Contact Group and followed by the memorandum of 19 September on the implementation of the 12-point peace plan has been constantly violated, mainly by pro-Russia militias, turning the crisis into a lower-intensity conflict that risks to slowly sliding into the status of a frozen conflict; whereas since 9 December 2014, thanks to the initiative of President Poroshenko calling for a ‘silence regime’, the number of violations has been dramatically reduced; whereas the main points of the memorandum have not been implemented, with regard in particular to the demarcation of the line of contact, the withdrawal of heavy weapons over 15 km on both sides, and the control of the Ukrainian-Russian border by the OSCE’s Special Monitoring Mission (SMM); whereas the recent new round of talks between the parties that took place in Minsk on 24 December 2014 failed to achieve concrete results except for the further exchange of hostages;
D. considérant que l'accord de cessez-le-feu dans les régions orientales de l'Ukraine, négocié à Minsk le 5 septembre 2014 par le groupe de contact trilatéral, auquel fait suite le mémorandum du 19 septembre sur la mise en œuvre du plan de paix en 12 points, a constamment été violé, notamment par les milices prorusses, faisant de la crise un conflit de moindre intensité qui risque d'évoluer lentement en conflit gelé; que, depuis le 9 décembre 2014, grâce à l'initiative du président Prorochenko qui prône un "régime de silence", le nombre de violations a considérablement diminué; que les principaux points du mémorandum ne sont pas appliqués, notamment en ce qui concerne la démarcation de la ligne de contact, le retrait des armes lourdes à 15 km de part et d'autre de la ligne de front et le déploiement de la mission spéciale d'observation de l'OSCE à la frontière russo-ukrainienne; que les nouveaux pourparlers engagés entre les parties à Minsk le 24 décembre 2014 n'ont pas débouché sur des résultats concrets si ce n'est l'échange futur de prisonniers;

I would like to say to my fellow Canadians, especially those of Ukrainian descent, that as we commemorate this tragedy we have hope for Ukraine and for the future, thanks to people like President Yushchenko and the million or more Ukrainians here in Canada and throughout the world who support Ukraine finally becoming an independent country that will find its way in the world.
