According to the Commission's answer to my previous question on the Thessaloniki underground (H-0824/02), the Greek authorities have notified it that their negotiations with the contractor and the banks to finalise the project have been concluded, that the parties concerned have agreed on an amended text of the concession contract as regards the construction of the Thessaloniki underground and that they have submitted the agreed text to the Commission.

The Greek State issued an international invitation to tender for the planning, construction, self-financing and operation of the Thessaloniki underground railway, with a budget of GRD 65 000 000 000, and opted to use a form of restricted procedure.

The Commission’s reply (H-0562/02) concerning the completion of the Thessaloniki underground project states that ‘the Commission has no competence on the implementation and management of concession contracts prepared and signed by the Member States on one hand, and banks and undertakings on the other, provided that the Community legislation is respected at all stages’ and also that ‘the target of the Greek State is to achieve financial close by year end’.

In reply to my previous question (P-0545/02 ) on the Thessaloniki underground, the Commission explained that the European Investment Bank (EIB) and the commercial banks had asked that the concessionaire make certain changes. Under these changes, a financial contribution by the shareholders of the consortium which has undertaken the project were to be a condition for approval of the plan for financing the project in question. This contribution has, however, still not been made, nor have the Greek authorities submitted the financing plan making provision for co-funding of the project on the basis of the Structural Funds for the programming period 2000-2006.

The programme concerns the completion of the TEN priority road axes in Greece, (mainly of the PATHE and EGNATIA motorways), the completion of a basic network of Ports and the improvement of navigation safety, as well as the improvement of urban transport facilities in major urban centers, especially through the construction of four extensions of the Athens Underground and the construction of the Thessaloniki Underground.

In the light of this, what is the Commission’s view of the failure to complete the project? Has it been asked by the Greek Government for the commitment of appropriations from the Urban Development subprogramme for the Thessaloniki underground railway under the second CSF which is, of course, expiring? Has the transfer agreement to the second Thessaloniki underground rail contractor been registered with the Community institutions’ departments and is it consistent with the requirements of public contract-awarding and also with Community legislation? In the context of the investigations which the European Ombudsman is conducting, has the file of complaints examined concerning the Thessaloniki underground railway revealed any liability on the part of the Commission?
La Commission pourrait-elle dire quelle est sa position à l'égard de la non-réalisation dudit projet, si le gouvernement grec a demandé l'engagement des crédits relatifs au développement urbain pour le métro de Thessalonique au titre du deuxième cadre communautaire d'appui, lequel touche au demeurant à sa fin, si le contrat de concession au deuxième promoteur du métro de Thessalonique a été déposé auprès des services des institutions communautaires et s'il est conforme et aux conditions de l'appel d'offres et à la législation communautaire et si les devoirs d'enquête effectués par le médiateur européen ont mis en évidence des responsabilités de la Commission à la lumière de l'examen du dossier de l'affaire "Métro de Thessalonique"?

In the first place, investment in major infrastructure will help Greece reduce the extent of its remoteness and promote internal integration, thereby creating the climate required for productive investment which will generate income and jobs. As far as major projects are concerned, between 1994 and 1999 assistance from the CSF should enable Greece to build a north-south motorway link between Patras, Athens and Thessaloniki (the "Pathe" corridor) and an east-west link from the Turkish border to Thessaloniki and Igoumenitsa (the "Egnatia" corridor), improve the rail network, complete the natural gas project and finish the Athens underground system.
Tout d'abord, l'investissement dans les grandes infrastructures aidera la Grèce à réduire son degré de périphéricité et à promouvoir son intégration interne, ce qui permettra de constituer l'environnement nécessaire à l'investissement productif créateur de revenus et d'emploi: Dans le domaine des grands projets, pendant la période 1994-99, l'appui du CCA devrait permettre à la Grèce de se doter d'axes autoroutiers nord-sud entre Patras, Athènes et Thessalonique (couloir "Pathe") et est-ouest entre la frontière Turque, Thessalonique et Igoumenitsa (couloir "Egnatia"), d'améliorer le réseau ferroviaire, d'achever le grand projet "gaz naturel" et de compléter le métro d'Athènes.
