Many different actors, both governmental as well as non-governmental (international and local NGOs, UNHCR, IOM), from both resettlement countries and non-resettlement countries, participated in the projects.

2. In the Hague Programme of 4-5 November 2004, the European Council acknowledged the need for the EU to contribute, in a spirit of shared responsibility to a more accessible, equitable and effective international protection system in partnership with third countries and to provide access to protection and durable solutions at the earliest possible stage. A distinction was drawn between the differing needs of countries in regions of transit and countries in regions of origin. Countries in regions of origin and transit will be encouraged in their efforts to strengthen their capacity for the protection of refugees. On countries and regions of origin, the European Council further invited the Commission to develop EU Regional Protection Programmes in partnership with the third countries concerned and in close consultation and cooperation with UNHCR. These programmes should build on experience gained in pilot protection programmes to be launched before the end of 2005. These programmes will incorporate a variety of relevant instruments, primarily focused on capacity building, and include a joint resettlement programme for those Member States which may be ready to participate in such a programme on a voluntary basis. With regard to countries of transit, the European Council emphasised the need for intensified cooperation and capacity building, both on the southern and eastern borders of the EU to enable those countries better to manage migration and to provide adequate protection for refugees.

Dans le programme de La Haye des 4 et 5 novembre 2004, le Conseil européen a reconnu que l'UE devait contribuer, dans un esprit de responsabilité partagée, à la mise en place d'un régime de protection internationale plus accessible, équitable et efficace, en partenariat avec les pays tiers, et permettre l'accès à la protection et à des solutions durables au stade le plus précoce. Une distinction est établie entre les besoins différents des pays dans des régions de transit et les pays dans des régions d’origine. Les efforts déployés par les pays situés dans les régions d'origine et de transit pour renforcer leurs capacités en matière de protection des réfugiés seront encouragés. En ce qui concerne les pays et régions d'origine, le Conseil européen a invité en outre la Commission à élaborer des programmes de protection régionaux de l'UE en partenariat avec les pays tiers concernés et en étroite consultation et coopération avec le Haut Commissariat des Nations unies pour les réfugiés. Ces programmes s'inspireront de l'expérience acquise lors de la mise en œuvre des programmes de protection pilotes qui seront lancés avant la fin de 2005. Ils utiliseront différents instruments pertinents, centrés essentiellement sur le renforcement des capacités, et comprendront un programme commun de réinstallation pour les États membres qui seraient disposés à y participer sur une base volontaire. All Member States, including both resettlement and non-resettlement countries, will participate, as well as other stakeholders (e.g. UNHCR, IOM, ECRE, NGOs which are active in resettlement, each on the basis of its specific expertise and within the limits of its mandate).

As far as the global policy framework is concerned references need to be made to the so-called "Agenda for Protection" and the "Convention Plus" initiatives of UNHCR. Both mechanisms aim at adapting and reinforcing the international protection regime.

22. In terms of the three durable solutions for refugees laid down by UNHCR in the Agenda for Protection, and as reiterated by the UNHCR Executive Committee in Conclusion 20 (i) of 2003, Resettlement assumes a lower profile than both voluntary repatriation, which is by far the favoured solution for most host countries, and local integration (the other two durable solutions) in part because of the impact on total numbers which resettlement schemes in their small scale can have.

The June 2003 Communication suggested a graduated implementation of this new approach; first taking preparatory actions to test the ground for what could be done followed by more concrete proposals for programmes and projects to be implemented including participation in UNHCR steered Comprehensive Plans of Action and within the context of the "Agenda for Protection" and the "Convention Plus" initiatives of UNHCR which are both aimed at adapting and reinforcing the international protection regime.
