In that respect too, unlike the rapporteurs, we believe that the Union’s institutional system is still too confused and complicated and will not last much longer without further reform.

It is true that it has improved a little. Nevertheless, in my view, it is still much too confusing to send the desired clear signal to the Commission and make this institution, too, realise that things are not as bad as they seem in its Communication.

The coexistence in the Union of three different systems - national, European and Community - creates confusion which, in the absence of a European tribunal with jurisdiction over disputes in this area, can mean that conflicting decisions are taken by the national authorities. This is, however, a complex matter, particularly at institutional level.
