EU Environment Commissioner, Janez Potočnik; President of the Committee of the Regions, Mercedes Bresso; State Secretary for Environment, Ministry for Urban Development and Environment, Holger Lange; and Mayor of Vitoria-Gasteiz, Javier Maroto Aranzabal, all took part in the ceremony which was held in the European Parliament during the plenary session of the Committee of the Regions.
M. Janez Potočnik, membre de la Commission européenne chargé de l’environnement, Mme Mercedes Bresso, présidente du Comité des régions, M. Holger Lange, conseiller d'État au ministère du développement urbain et de l'environnement de la ville de Hambourg et M. Javier Maroto Aranzabal, maire de Vitoria‑Gasteiz, ont tous pris part à la cérémonie qui s'est tenue au Parlement européen lors de la session plénière du Comité des régions.

During the general policy debate held last Friday, 27 September, in the Vitoria Parliament, the President of the Government of the Basque Country, Don Juan José Ibarretxe, announced the decision to promote a unilateral initiative whereby the Basque Country would become a state freely associated with Spain in the near future. As such it would have its own legal personality and independent identity in the European Union.
À l'occasion du débat de politique générale qui s'est tenu le vendredi 27 septembre au parlement de Vitoria, M. Juan José Ibarretxe, président du gouvernement basque, a annoncé qu'il avait été unilatéralement décidé de faire du Pays basque, dans un avenir proche, un État libre associé à l'Espagne ayant, de ce fait, une personnalité propre et indépendante au sein de l'Union européenne.

The terrorist organisation ETA has, in its time, killed police officers and soldiers. It has placed a bomb in a supermarket and killed men, women and children. In the streets of Madrid it has killed a general, Quintana Lacaci, who defended democracy at the time of the attempted coup of 1981. It has assassinated the spokesman of the Popular Party in the town council of San Sebastián, Gregorio Ordóñez. It has been to the lecture room of the university professor in Constitutional Law, Francisco Tomás y Valiente, and killed him in cold blood. Now, just a few days ago, in the same odious way in which it assassinated Admiral Blanco, it has killed the socialist MP and spokesman in the Vitoria parliament, Fernando Buesa, and his bodyguard, Jorge Díez, of the Basque police force.

– (ES) Madam President, on behalf of the Group of the European Liberal, Democrat and Reform Party, I must indicate my complete and categorical condemnation of the terrorist attack on 22 February in Vitoria which took the lives of the socialist MP and spokesman in the Basque parliament, Fernando Buesa, and his bodyguard, Jorge Díez.
