Therefore, we call on the European Commission, on the Vice-President, who is standing in here for the President, and on the President of the Council, to adopt a strong political initiative, a legislative initiative: the Commission must set the agenda, and the Council must ensure that we do not trail in the wake of governments whose power and incisiveness is too often curbed by imminent electoral issues – yesterday in France and Italy, tomorrow in the United Kingdom and Germany – which paralyse the action of governments.
Nous appelons donc la Commission européenne, le vice-président, qui remplace aujourd’hui le président, ainsi que le président du Conseil, à adopter une initiative politique forte, une initiative législative: la Commission doit établir l’ordre du jour, et le Conseil doit veiller à ce que nous ne soyons pas entraînés dans le sillage des gouvernements, dont le pouvoir et l’acuité sont trop souvent émoussés par des considérations d’imminence électorale - hier en France et en Italie, demain au Royaume-Uni et en Allemagne - qui paralysent leur action.
