The Europe 2020 strategy should be underpinned by an integrated set of European and national policies, which Member States and the Union should implement in order to achieve the positive spillover effects of coordinated structural reforms, an appropriate overall economic policy mix and a more consistent contribution from European policies to the objectives of the Europe 2020 strategy.
De Europa 2020-strategie moet worden geschraagd door een geïntegreerde reeks Europese en nationale beleidslijnen, die de lidstaten en de Unie ten uitvoer dienen te leggen ter verwezenlijking van de positieve overloopeffecten van gecoördineerde structurele hervormingen, een geschikte algehele mix van economisch beleid en een consistentere bijdrage van het Europees beleid aan de doelstellingen van de Europa 2020-strategie.

In accordance with the Treaty on the Functioning of the European Union (TFEU), the Union has developed and implemented policy coordination instruments for fiscal, macroeconomic and structural policies.

Calls for continuous inter-donor dialogue and, where appropriate, the use of suitable structures for aid coordination and management; calls, in this context, for closer examination of the use of innovative financial instruments requiring coordination structures, such as, for example, the Western Balkans Investment Framework, which is complementary to the administrative structures for the IPA and has the goal of attracting, pooling and channelling support for priority areas; emphasises the financial and policy leverage potential of financing projects using a combination of funds – from the EU, the Member States or the IFIs – in a manner that ensures both strict concordance with best practice in terms of financial management and the coordination of key actors;

Stresses that European initiatives in the field of cohesion and structural policy need to be better coordinated so as not to jeopardise the coherence of regional policy; calls therefore for strengthened coordination in the Commission between DG REGIO, which is responsible for cohesion and structural policy, and the DGs responsible for the relevant sector-specific initiatives; calls, in view of the Lisbon Treaty’s strengthening of the rights of regional and local authorities, for these authorities to be more closely involved in the development of policy at Commission level, in order to enhance project responsibility among project promoters; also calls, however, for more control of results by the Commission on the spot, so as to improve evaluation both of the efficiency of project structures and of the effectiveness of measures in terms of the objective they seek to achieve;

The surveillance and coordination of macroeconomic policies in the EU, the conduct of monetary policy in the Economic and Monetary Union, as well as the Community structural policies, require a sound statistical underpinning.
Het toezicht op en de coördinatie van het macro-economisch beleid in de Europese Unie, het monetair beleid in de Economische en Monetaire Unie en het communautaire structuurbeleid moeten statistisch terdege onderbouwd zijn.
